This is a Management Services position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the Appointing Authority.

POSITION DUTIES This position is the Chief Information Officer (CIO) of the Maryland Department of Public Safety and Correctional Services. The position is responsible for leadership and strategic direction of the Department's sizeable and growing information technology and telecommunications needs. The position functions as senior‑level management, with cross‑functional areas and indirect responsibility for systems and business units indirectly supervised by this position. It manages the business relationship among the programs of the Department, external stakeholders, and IT service delivery.

Responsibilities

Develop a Departmental information technology plan that is consistent with the statewide IT strategic plan.

Formulate an IT policy and standards for internal operations.

Oversee major IT projects, training and knowledge transfer initiatives.

Institute monitoring procedures.

Interface the Department's IT program with the Department's business processes.

Develop partnerships with other departments to address common IT needs and goals.

Manage the IT budget, personnel, and fiscal resources.

Oversee all IT procurements, including Requests‑for‑Proposals (RFPs) and Invitations‑for‑Bids (IFBs).

Evaluate and transfer technology.

Develop current technology architecture.

Serve as the liaison for the Department and the State regarding criminal justice information and integration.

Oversee plans for reinvestment in technology.

Provide strategic planning, leadership and organizational advisement and direction.

Executive oversight of the Central Repository (Criminal Justice Information System (CJIS)).

Oversee the Department’s network and computing infrastructure, including the data center operations.

Manage the contracts for all IT‑related systems, equipment, etc.

Direct the planning, development, deployment and maintenance of DPSCS IT infrastructure.

MINIMUM QUALIFICATIONS

5 years of project management experience.

5 years of experience using or managing CJIS while working for a public safety entity.

5 years of experience as an IT Director.

3 years of experience with IT procurement and contract management in the public sector.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a certificate as a Project Management Professional (PMP).

5 years of experience managing a 24/7 environment.

5 years as a service delivery manager.

3 years of experience with IT procurement and contract management in Maryland State government.

Experience with deployment and support of equipment for a large teleworking force.

Experience successfully transitioning an organization from paper to digital files.

Personal Leave
