# Executive DirectorHealth Care For All(Viewcrest Advisors)### Job DescriptionHealth Care For All (HCFA) is a state-based consumer health advocacy organization founded in 1985. HCFA’s mission is to advocate for health justice in Massachusetts by working to promote health equity and ensure coverage and access for all. The organization is recognized as a national leader in its work.HCFA uses three strategies to conduct its work: direct service, community engagement, and policy and advocacy campaigns. HCFA helps tens of thousands of individuals and families in five languages enroll in and renew their health insurance coverage each year and troubleshoot health coverage issues through a unique, multi-lingual consumer assistance HelpLine. HCFA staff are also in the community working with a diverse group of local community- and faith-based organizations conducting outreach work, education efforts and supporting individuals to share their stories and play a role in policy change. HCFA uses the insights from HelpLine callers and community residents to shape the organization’s advocacy agenda. HCFA policy work is conducted through a health equity lens and strives to make care more equitable, affordable and accessible for everyone in the Commonwealth. HCFA leads and participates in numerous policy advocacy coalitions, and these coalitions bring together a wide variety of organizations to work collaboratively to make meaningful health policy changes. By uniting diverse constituencies, HCFA is able to magnify its policy reach on many fronts.In recent years, HCFA has expanded its public health outreach through large-scale initiatives such as the MassHealth Redetermination Campaign and the Vaccine Equity Initiative. These campaigns, conducted in partnership with the state and grassroots organizations, focus on delivering culturally and linguistically appropriate information and services to communities disproportionately affected by systemic health inequities. HCFA has also been a trusted resource and leader in addressing the Steward Health Care hospital closures, helping patients navigate disruptions in care and ensuring communities have access to critical health system information and assistance. These initiatives reflect HCFA’s growing capacity to lead high-impact, rapid-response public health campaigns that build trust, expand access, and advance health equity.The organization’s achievements include leading Massachusetts health reform efforts, including legislation in 2006 that was the blueprint for the Affordable Care Act. Today, HCFA spearheads the campaigns and coalitions necessary to improve health care access and affordability, as well as address the many inequities in our current health care system.***The Executive Director’s Opportunity***Reporting to the Board of Directors, the Executive Director provides overall strategic vision, organizational leadership and direction for all aspects of HCFA’s mission, operational delivery and programming through its HelpLine, community engagement efforts, and policy & advocacy work. The Executive Director is responsible for the overall performance and financial health of HCFA, with its current annual budget of $7 million and plays a key role in developing and executing all fundraising strategies and initiatives. They also guide the organization’s strategic evolution, nurture HCFA’s culture alongside a passionate staff of 25, and support excellence in programming and projects.The Executive Director has the opportunity to influence health care outcomes for immigrants, people of color and low-income communities throughout the Commonwealth. HCFA is seeking a courageous, creative and entrepreneurial leader with strong policy/political advocacy experience and external presence who can guide and influence the Commonwealth’s health care decisions while developing and implementing strategies that scale the organization’s impact.***Responsibilities*****Strategic Leadership**·

As an ambassador for HCFA, its mission and the people it serves:o

Clearly articulate the health care needs and challenges faced by a diverse group of individuals from across Massachusetts – this includes listening closely to key themes from HelpLine callers, community leaders and residents.o

Engage a broad range of stakeholders, policymakers and industry/coalition partners about the barriers to navigating and interacting with the health care system, and to drive policy change.o

Strengthen and maintain existing relationships, develop new partnerships and lead coalitions throughout the state.·

Strategically align and integrate HCFA’s three programmatic work streams – the HelpLine, community engagement initiatives, and policy and advocacy campaigns – to educate individuals on enrollment issues, share critical grassroots feedback, elevate the voice of the consumer, and build community power.·

Assess the external political environment and generate new strategies, ideas and alternatives to address health care access, affordability and equity.·

Spearhead HCFA’s organization-wide strategic planning (every 4-5 years) and ensure the management team effectively implements and adapts the plan.·

Demonstrate creativity and entrepreneurial leadership by thinking “outside the box” to develop cutting-edge programs, secure funding and ensure implementation of initiatives. With the board, staff and partner organizations/coalitions, develop approaches that respond to, and anticipate, challenges.**External Relations**·

Serve as a resource for key health care leaders in government, hospital systems, insurance carriers, provider organizations, business leaders and the advocacy community.·

Provide strategic and operational leadership for high-profile, large-scale, visibility campaigns and education efforts with community- and faith-based organizations, coalitions and other stakeholders.·

Continue to strengthen HCFA’s visibility and overall public perception of its value and relevance by key decision makers, funders and partners.·

Serve as a spokesperson, with confidence and credibility, for HCFA in the press, at large scale events, in small working groups and as a public commenter in front of state government bodies.**Board Management & Engagement**·

Report directly to HCFA’s Board of Directors and its Executive Committee, keeping board members fully informed; enable them to fulfill their governance responsibilities, support them in making decisions that best support the organization and its mission, and identify new opportunities and priorities for board development.·

Partner with the Board Treasurer, Finance Committee and Chief Financial Officer to develop the budget forecast, present financials and cash flow assessments, and conduct appropriate audits.·

Alongside the Deputy Executive Director and the Board Chair, set the agenda for board meetings, coordinate and prepare board meeting materials, and directly support the Executive, Finance and Governance Committees.**Finances & Fundraising**·

Ensure the fiscal integrity and financial health of the organization by working with the Chief Financial Officer to manage the revenue and resources in ways that best support HCFA’s mission; ensure sound financial practices are maintained including monitoring cash flow, reserve funds and investments.·

Work with the Development Director to ensure long-term organizational sustainability through the creation of a strategic fundraising plan that focuses on diverse revenue sources.·

Continue to nurture and strengthen existing funder relationships while also diversifying and expanding the organizational funding base.**Organizational Leadership & Capacity**·
