About the Role
The Chief Financial Officer (CFO) is responsible for the overall financial management of the Diocese, including budgeting, accounting, financial reporting, investments, risk management, and compliance. The CFO ensures that all financial practices align with canon law, civil law, and the ethical teachings of the Catholic Church. This role requires a strategic thinker with a deep commitment to the Churchs mission and values. The Chief Finance Officer (CFO) is responsible for ensuring that the Diocese of Winona-Rochester has the proper policies, procedures, and controls in place for the effective financial administration of the Diocese. Additionally, he/ she ensures that appropriate and adequate personnel and technical systems are in place to effectively perform the required financial duties, ensure financial strength, and provide operating efficiency. As an ecclesiastical office mandated by the universal law of the church, the essential canonical qualifications and duties are established in the 1983 Code of Canon Law, canon 494. Allowing for variations, this position oversees all financial and other related functions, including budgeting, accounting, and investments. This Curia-level position reports directly to the Diocesan Bishop and works collaboratively and in consultation with the Vicar General/ Moderator of the Curia.
Responsibilities Complete oversight of the financial operations of the Diocese of Winona-Rochester. Financial Reporting, Analysis, and Controls, including: Timely, accurate, and complete reports to the Bishop and others as appropriate on the operational status of the Diocese, including progress toward goal attainment. Development and monitoring of the overall budget process for all Curia Offices at the Diocesan Pastoral Center. Makes recommendations as to available resources and financial limitations. Prepare monthly, quarterly, and annual financial statements for diocesan administrative offices, diocesan management, finance council, and appropriate external organizations. Implementation and evaluation of financial policies and practices of the diocese to ensure that financial goals and objectives are met in accordance with canon law, policies established by the Bishop, and government regulations. Analyze and make recommendations pertaining to all financial decisions and questions facing the diocese, its parishes, and other affiliated entities. Oversee other diocesan financial programs, including the account functions for accounts receivable, deposits, and accounts payable. Oversees the Financial Administration of the Catholic Foundation of Southern Minnesota through a service agreement with the Diocese of Winona-Rochester. Oversees the Financial Administration of the Immaculate Heart of Mary Seminary through a service agreement with the Diocese of Winona-Rochester.
Administrative, Legal, and Audit, including: Oversee the planning and completion of the diocesan annual audit process. Engage and interact with legal counsel on issues pertaining to diocesan affairs. Assist in reviewing all contracts, trusts, deeds, affidavits, and other legal documents submitted to the Bishop for execution. Serve as administrator of the Pension Plan for Priests of the Diocese of Winona-Rochester. Administer the Diocesan Self Insurance program for property, liability, automobile, and workers' compensation. Administer the Diocesan Internal Audit Program in conjunction with the Internal Audit Coordinator and the Parish Support Coordinator. Includes internal control, design, implementation, and follow-up of parish, school, and cemetery audits. Review all diocesan acts of extraordinary administration. Facilitate acts of extraordinary administration that require the consent of the Diocesan College of Consultors. General diocesan administrative duties as directed or assigned. Maintain a diocesan presence in various committees and boards. Coordinate finance policies with policies promulgated by personnel within Human Resources & Employee Benefits, Buildings & Grounds, and Information Technology.
Through the Director of Human Resources, ensures: The budgetary effects of appropriate personnel policies and practices are in place for the Diocesan Chancery and other diocesan entities as required. All diocesan employee benefit offerings are cost-effective, compliant with applicable regulations, and comply with Catholic teachings.
Through the Buildings & Grounds Coordinator ensures: Budgetary effects of operational and capital items are captured and reflected within the Diocesan budget. Through the Information Technology Managed Services Vendor, ensures: Budgetary practices are in place with appropriate plans for consistent IT equipment and software upgrades.
Through the Director of Cemeteries ensures: Financial policies and practices related to the administration and maintenance of all diocesan cemeteries are in place.
Miscellaneous Work interactively with other Offices and Departments to advance the Bishop's vision. Serve as Diocesan representative in matters pertaining to finance at regional, national, or other organizations and attend regional and national conferences. Serve as a contributing and collegial member of the Bishops Cabinet. Be available for occasional evening and weekend work when necessary. Serve as staff to and work in collaboration with the diocesan Finance Council and other consultative bodies established by the Bishop. Miscellaneous projects and duties as assigned.
Other Requirements: Must be a practicing Roman Catholic in good standing. Demonstrated leadership and resourcefulness in finance and account administration and operations; a high degree of flexibility in order to achieve objectives and meet demands as required. Knowledge of Church and business-related government regulations. The knowledge, ability, and skill to effectively utilize personal computers, peripheral equipment, various software packages, and other office equipment are necessary. Significant meeting facilitation and/or participation is necessary. Flexibility and the ability to work on multiple projects simultaneously. A high level of independent thought and initiative is required. Ability to interact with all levels of personnel within and outside the organization. Education Qualifications: Required: Bachelor's degree in Finance, Business Administration, or Accounting. Desired: Master of Business Administration (MBA) degree. (One or more) Certified Public Accountant (CPA) designation. Certified Diocesan Fiscal Manager (CDFM) designation. Experience in planning is desired.
Experience Qualifications: A successful candidate will have: Eight to ten years of professional experience with multiple responsibilities in leadership positions in accounting or finance. Administrative leadership in a not-for-profit organization, preferably the Catholic Church, to include working with consultative bodies, supervision, accounting, investing, borrowing, and business law. In addition, experience and knowledge are required in the following areas: properties, employee benefits, risk management, insurance, and computer systems. Advanced knowledge of budgeting principles and practices (including use of spreadsheet software), accounting principles, investment, and financial reporting methodologies. Bicultural Hispanic or bilingual Spanish is highly desired.
