Position Overview
We are seeking an experienced
Developer/Programmer Analyst
for an
on-site/remote/hybrid contract
in
Austin, TX . This role supports technology enhancements for Long-Term Care (LTC) systems, focusing on PASRR and IHSS Automation initiatives.
The position involves senior-level web services development, system integration, and close collaboration with business and technical stakeholders to deliver scalable, compliant solutions.
Responsibilities The Developer/Programmer Analyst will plan, develop, test, implement, and document computer programs and web services supporting Long-Term Care Online Portal (LTCOP) enhancements. Responsibilities include analyzing user requests for new or modified programs; developing technical specifications; determining feasibility, cost, and timelines; ensuring compatibility with existing systems; consulting with users to clarify objectives and operating procedures; formulating development plans using structured and object-oriented methodologies; supporting system integration and batch processing; developing and executing system test plans; coordinating defect tracking and resolution; and collaborating with developers, business analysts, and QA teams to ensure system requirements are documented and delivered. The role requires independent execution of complex tasks and may include providing technical guidance to others.
Minimum Qualifications 8 years of experience
in full software development life cycle (SDLC), including design, development, testing, integration, and deployment 8 years of experience
in SQL programming and object-oriented analysis and design 8 years of experience
working with Java and J2EE technologies and relational databases 8 years of experience
with Web Services, Rapid Application Development (RAD), and WebSphere 8 years of experience
creating, reading, and understanding Oracle-based stored procedures or relational database applications 8 years of experience
with system integration testing 8 years of experience
facilitating technical collaboration across design, development, testing, peer reviews, and implementation activities 8 years of experience
developing system test plans, test scenarios, test processes, and schedules, including defect coordination and validation 8 years of experience
with data structures, data migration, conversion, and database design concepts 8 years of experience
evaluating and analyzing user requests to determine feasibility, timelines, and system compatibility 8 years of experience
consulting with users to clarify program objectives and operating procedures 8 years of experience
formulating development plans using structured analysis and design or object-oriented development methodologies Preferred Qualifications 2 years of previous experience
working with large-scale healthcare, public sector, or enterprise systems
