About the Role
We are seeking an experienced Business Analyst - III to join our dynamic team. The ideal candidate will provide senior-level financial, budget, and program analysis across multiple CP/STI activities in support of AWIPS-NOAA. Lead the development, review, and management of annual and multi-year budgets, including preparation and maintenance of spend plans, financial execution reviews, and financial status reports.
Duties : Perform complex cost modeling, multi-agency cost-share analyses, affordability assessments, and develop strategic recommendations based on financial trends, forecasts, and program risk assessments. Synthesize financial data from NOAA/NWS financial systems to prepare consolidated reporting, analyses, and recommendations for senior leadership. Develop presentations, dashboards, briefing materials, and budget narratives for senior leadership, including analysis of investment scenarios and alignment with program objectives and federal budget policy. Provide leadership, quality assurance oversight, and guidance to junior and mid-level analysts, and serve as team lead for budget-related tasks as required. Serve as a primary point of contact for Government counterparts on financial matters and coordinate with stakeholders to ensure accurate, timely financial reporting. Review budget submissions for accuracy, completeness, and compliance with NOAA, NWS, and federal budget requirements. Lead corrective actions for discrepancies in obligation or expenditure data, including the preparation and processing of Document Level Adjustments (DLAs) and other financial adjustments.
Experience: Bachelors degree required. 8-10 years of experience in related area. Must be able to review, analyze, and evaluate business systems and user needs. Ability to formulate systems to parallel overall business strategies. Ability to write detailed description of user needs, program functions, and steps required to develop or modify computer programs. Familiar with related computer software/programs used to perform job functions. Ability to review budget proposals for completeness, accuracy, and compliance with laws and other regulations. Ability to review and monitor various financial reports to ensure accurate spending. Estimate future financial needs. Familiarity to monitor organizational spending to ensure that it is within budget.
