Description
The class plans, coordinates, evaluates and supervises activities of a wide variety of specialized County programs (e.g., development, archives) and can include supervising staff, volunteers and temporary employees.
Normal Working Hours: Monday - Friday; 7:30am - 4:30pm. Alternative work schedules may be offered.

Plans, develops, coordinates, interprets, implements, administers, schedules and evaluates programs and program activities (i.e.: Greene County's Business Retention and Expansion (B.R.E.) Program; and Greene County's Workforce Development Program); identifies industry-specific business contacts with which to establish and develop relationships; supports economic development, community development and educational partners at all levels; identifies business growth opportunities; targets industries key to Greene County's B.R.E. Program; responds to workforce related needs identified through B.R.E. outreach; attends B.R.E./Regional Training (R.T.) events; leads in the development, implementation and administration of key projects related to the County's economic development strategy; provides project support and resource information; engages in follow-up and on-going, project-related communication; prepares responses to project requests, businesses and other organizational inquiries; provides expertise on program issues; determines best practices; monitors and evaluates programs and makes required changes; investigates problems to resolve program-related issues; enforces program policies and procedures.
Utilizes Economic Development Incentive (E.D.I) software to assist in the development, alignment, implementation, monitoring and evaluation of short and long-range economic development strategies in conjunction with the Economic Development Plan; researches grant opportunities; develops, prepares grant applications; administers grant programs to ensure compliance; evaluates bench-mark progress; identifies solutions to address strategic problems; administers various incentive programs on behalf of the Community Improvement Corporation (C.I.C.); coordinates incentive program projects; utilizes Economic Impact Score Software (E.I.S.S.) to gather data, determine economic impact, tax incentives, break-even point, return on investment, debt to income ratio and economic impact of incentive programs; analyses E.I.S.S. data; presents analysis, terms, conditions and recommendations to the appropriate authority; negotiates economic development agreements with individual businesses.
Directs the implementation of marketing and communication strategies; prepares and maintains a wide variety of related documents such as reports, newsletters, attendance sheets, records and informational materials; promotes business community partnerships; represents the department on Boards, committees and other professional organizations as assigned; develops an agency brand and helps to oversee the department's website designs; disseminates information via various presentation types on behalf of the Business and Workforce Development Divisions of the office.
Leads in the research, development, implementation and administration of key departmental & County projects related to the economic development strategy; presents program materials and information to other agencies and the public; identifies, creates, and presents various incentive programs housed within the Department of Development; participates in or facilitates related committees, groups and meetings.
Serves as a liaison between the program and other departments, agencies, organizations and the general public, County staff, local businesses and other related organizations; may occasionally step in to present meeting agenda and information in the Senior Manager's or Director's absence; performs other duties of a similar nature or level as assigned; supervises program volunteers and/or permanent and temporary staff (e.g. work assignments, monitors performance).
Performs other duties of a similar nature or level as assigned.
Minimum Qualifications
Completion of core coursework for Bachelor's Degree in a field related to the program assigned (e.g., public administration, planning/urban development, marketing/communications, real estate); 24 mos. of related experience (e.g., public administration, planning/urban development, marketing/communications, real estate); valid Ohio Driver's License.
-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for education and/or experience required. Education and Experience may not be substituted for mandated licensure/certification.
Supplemental Information
UNUSUAL WORKING CONDITIONS: Predictable and regular attendance is required.
Exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently.
Incumbents may be subjected to travel and inclement weather. There is a wide variety of benefits available to full-time permanent and some part-time permanent Greene County employees. These benefits include: health, dental, vision, life insurance, optional life insurance plans, wellness program, employee assistance program, and deferred compensation plans.
The County pays 80% of the health care premium and 39% of the dental premium. All full-time employees are eligible for $50,000 group life insurance paid 100% by the County.
NOTE:
Employees who are non-permanent, seasonal, intermittent, part-time scheduled for less than 60 hours per pay period, and external interim, are not benefit eligible. 01
