Job Description: Deputy Chief Information Officer (IT Operations)
The New York City Comptroller’s Office is seeking a Deputy Chief Information Officer (DCIO) for IT Operations. This leadership role oversees core IT operations to ensure reliable, efficient, and secure IT services supporting the agency’s mission. The position reports to the Assistant Comptroller of IT Operations and involves strategic planning, service management, infrastructure management, DevOps integration, performance measurement, risk management, team development, vendor management, and compliance. Key Responsibilities:
Strategic Leadership:
Develop and implement IT operations strategies aligned with organizational goals, emphasizing a customer-centric approach. Operational Oversight:
Manage daily Help Desk, Windows System Administration, and DevOps teams, focusing on exceptional customer service. Service Management:
Apply ITIL frameworks to enhance service delivery, incident resolution, and change management. Infrastructure Management:
Oversee Windows infrastructure, ensuring system health, security, and performance with end-user impact in mind. DevOps Culture:
Promote DevOps practices to streamline software delivery and infrastructure management. Performance Metrics:
Establish KPIs and SLAs to measure and improve IT service quality. Risk Management:
Identify and mitigate operational risks to ensure service continuity. Team Development:
Build and lead a high-performing team committed to innovation and customer service. Vendor Relations:
Manage vendor relationships to ensure performance and cost-effectiveness. Compliance:
Ensure adherence to IT policies and regulatory standards. Minimum Qualifications:
Six (6) years of responsible experience supervising or managing large-scale computer operations, including at least 18 months in a managerial role. Educational substitutions available as specified, including a bachelor’s degree or graduate credits. Preferred Skills:
Proven leadership in IT operations for at least 5 years. Strong knowledge of ITIL, Windows systems, virtualization, and network infrastructure. Experience with DevOps tools and methodologies. Effective team-building and leadership skills. Excellent problem-solving and communication abilities. Experience in government or regulated environments preferred. Additional considerations include eligibility under the 55a Program, potential for federal and state loan forgiveness, and NYC residency requirements are waived for this position.
