Description The Commander Naval Surface Forces (CNSP) is looking for dedicated Financial Analyst II professionals to provide essential Financial Administration and Management Support Services. This role will focus on financial analysis, reconciliation, validation, and reporting across various Navy financial systems, contributing to critical financial operations and modernization initiatives.

Key Responsibilities - Financial Support: Assist in the analysis, reconciliation, and validation of financial transactions across multiple Navy financial systems, with an emphasis on OPTAR and reimbursable obligation records. - Reporting: Generate and review monthly financial reports, such as the Budget OPTAR Report (BOR) and Financial Transmittal (TL) report, ensuring compliance with CNSP guidance. - Audit Assistance: Support audit readiness through detailed analysis and maintenance of audit trails associated with financial transactions. - Transition Readiness: Facilitate the transition from legacy systems to Navy Enterprise Resource Planning (N-ERP) in FY26, focusing on financial process modernization. - Systems Familiarity: Utilize tools such as RSUPPLY and One Touch Supply (OTS) while following Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP). - Validation Reporting: Process monthly Obligation Validation Reports (OVR) and other related financial reports, ensuring accuracy and compliance.

Requirements Experience: - Recent Navy shipboard financial management experience, including working as an OPTAR Financial Records keeper. - Familiarity with the Government-wide Commercial Purchase Card Program (GCPC) and related regulations. - At least 2 years of experience with the Standard Accounting, Budgeting, and Reporting System (SABRS). - Experience with processing monthly Obligation Validation Report (OVR) and Difference Listings (DL) to ensure accurate financial documentation. Education: Bachelor’s Degree is preferred but not mandatory.
