SUPERVISORY FINANCIAL MANAGEMENT ANALYST with Security Clearance This position supports budget administration, financial management, and personnel oversight within the Department of the Navy. The incumbent must have U.S. citizenship, a security clearance, and relevant financial management certification.

Responsibilities

Perform or advise on work in any of the phases or systems of budget administration.

Formulate budget and cost estimates to support plans, programs, and activities; present and defend budget estimates before authorities; review and evaluate budget requests.

Analyze and recommend costs and benefits of alternative methods of financial management for the organization’s programs and administrative operations.

Perform a variety of other fiscal, accounting, or financial management duties and responsibilities as required.

Set priorities and schedule work to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.

Provide technical and administrative oversight, advice, and instruction; interview candidates and recommend hiring, promotions, and other personnel actions.

Employment Conditions

Must be a U.S. Citizen.

Must be determined suitable for federal employment.

Must participate in the direct‑deposit pay program.

Current federal employees applying for GS jobs must serve at least one year at the next lower grade level.

Appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 U.S. Code § 3326.

Males born after 12‑31‑59 must be registered for Selective Service.

Must obtain and maintain a current FM Certification.

Must obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to maintain clearance may result in withdrawal of a job offer or removal.

This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d; certification must be achieved within prescribed timelines.

Must complete training, obtain, and maintain a government credit card for travel and travel‑related purchases.

The position may require travel from the normal duty station to CONUS and OCONUS, including remote or isolated sites; the incumbent must be able to travel on military and commercial aircraft for extended periods.

Supervisors in the executive branch have heightened personal responsibility for advancing government ethics; the incumbent must review the 14 General Principles of Ethical Conduct (5 CFR 2635.101).

Qualifications The resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level in the federal service, or equivalent experience in the private or public sector. Specialized experience must include analyzing, advising, or implementing budget and/or developing or interpreting budgetary policies and practices for funding distribution. Experience may include paid, unpaid, or volunteer work through national service programs such as professional, philanthropic, religious, spiritual, community, student, or social initiatives.

Education This job does not have an education qualification requirement.

Additional Information The position is eligible for ad‑hoc/situational telework at the discretion of management and is covered by the Department of Defense Priority Placement Program.
