Pay Range $142,488.00/yr - $185,234.00/yr

Summary Organizational Location: Department of Homeland Security, U.S. Customs and Border Protection, Office of Acquisition, Logistics and Sustainment Division, Washington, DC.

Duties

Direct a group of logisticians responsible for directing, implementing, coordinating, and supervising a major agency‑wide administrative program.

Translate design, engineering, and sustainment data into specialized logistics support concepts and determine subsequent requirements, mission, or program goals.

Apply analytical principles and techniques, integrating knowledge of CBP acquisition programs, component operations, and other government agencies.

Analyze the effectiveness of logistics programs; develop and evaluate long‑ and short‑range support plans and policies; coordinate overall logistics planning with specialized functions.

Lead a team of Homeland Security professionals who supervise logisticians, analyze and resolve unusual logistics, mobility, and planning problems, and develop initiatives, asset visibility guidance, process changes, and policy recommendations.

Direct the creation of logistics, mobility, and planning products/services; make management decisions and recommend changes in basic policies and technical requirements; develop new information and approaches to resolve operational problems.

Provide surge lifecycle logistics matrix and training support to CBP acquisition programs.

Manage and oversee the System Support Services Branch responsible for integrated logistics support services that manage and sustain technologies in support of the agency mission.

Provide oversight and guidance on the development and execution of Inter‑agency Agreements for support services and planning, programming, budget, and accountability of funding resource requirements.

Organize, present, and submit briefings and findings with actionable recommendations to senior leadership to ensure alignment with organizational objectives.

Oversee property management support services for acquired technology and conduct system acceptance inventory.

Provide full supervisory functions for a staff performing various Acquisition Logistics (AL) support services.

Requirements

Must be a U.S. citizen.

Male applicants born after 12/31/1959 must be registered with Selective Service.

Primary U.S. residency for at least three of the last five years.

All pre‑employment processes conducted in English.

Possible background investigation.

CBP follows the DHS Drug‑Free Workplace Plan for drug testing procedures.

Employees must adhere to ethics rules applicable to Executive Branch employees and CBP‑specific statutes.

CBP employs E‑Verify for all new hires.

This position is not covered under a bargaining unit.

Qualifications

Specialized Experience: 1 year of experience at the next lower grade level, including applying logistic tools to achieve readiness at best cost, managing Inter‑agency Reimbursable Work Agreements (IRWAs), supervising multidisciplinary logistics teams, developing and delivering oral presentations, and managing asset management systems for property accountability.

Resume must explicitly indicate how the applicant meets the requirement; otherwise the applicant is ineligible.

Volunteer experience (e.g., Peace Corps, AmeriCorps) is considered and may be credited.

Must meet all qualification requirements, including education and time‑in‑grade, subject to verification.

Telework: No, except in very limited cases where exemptions may apply.

DHS Certification: Requires DHS Level III Lifecycle Logistics (LCL) certification or the ability to obtain it within 18 months.
