Oracle Cloud Business Systems Analyst

Job Summary
This position includes regular onsite work, typically 1-3 days per month. The exact schedule and frequency may be adjusted as needed to meet departmental and operational demands.
The Business Systems Analyst serves as a key member of the IT Functional Team, providing analytical, technical, and operational support for Oracle Cloud and boundary systems. The incumbent partners with campus stakeholders to analyze business processes, define system requirements, and ensure that HR technology solutions effectively support institutional goals. The position supports configuration, data integrity, and ongoing maintenance across core ERP functions.
The Business Systems Analyst is a techno‑functional expert for UCSF’s enterprise Oracle Cloud ERP platform, and other administrative systems supported by IT. The role acts as a key liaison between business users, IT technical teams, and Oracle support, ensuring system configurations, integrations, and enhancements align with UCSF’s operational goals, compliance standards, and financial policies.
This role requires not only technical and functional ERP expertise but also strong institutional knowledge of UCSF business processes, operational structures, and policy frameworks. The analyst plays a critical role in designing, configuring, testing, and maintaining Oracle Cloud ERP solutions that support efficient, compliant, and scalable business operations across the university.
The Enterprise Planning and Budgeting IT Systems Analyst supports and enhances the Oracle Cloud EPM ecosystem, including EPBCS, Planning, Enterprise Data Management, Financial Consolidation and Close, EDMCS, Narrative Reporting, Strategic Modeling, and IPM Insights. This role partners with Finance, FP&A, Decision Support teams to optimize planning, budgeting, forecasting, month‑end close processes and reporting. Responsibilities include configuration of planning modules and business rules, ensuring data accuracy and integration, and driving process improvements to enable efficient and reliable FP&A operations.
Success in this role requires hands‑on experience with Oracle Cloud configuration, data validation, regression testing, and issue triage, as well as proficiency in tools such as OTBI, BI Publisher, BI Cloud Connect, and HCM Extracts. Experience supporting one or more Oracle Cloud HCM modules such as Core HR, Recruiting, Talent Management, Compensation, Absence Management, or HR Help Desk is essential.
The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
Salary Range:
$119,000 – $178,600 (Annual Rate)
Required Qualifications
BA Degree in Business, Accounting, or Finance, or BS in Computer Science, Information System, or related field and 5 or more years of directly related experience; and/or equivalent experience/training.
5 years of experience supporting Oracle Cloud or comparable ERP systems.
3+ years of experience in relational database, SQL, or system development life‑cycle project; and/or equivalent experience/training.
3+ years of experience as a Business Systems Analyst or equivalent role supporting Oracle Cloud Supply Chain Management, Human Capital Management, Financials, or Planning and Budget.
Advanced knowledge of business and process analysis methodologies (e.g., eliciting requirements, gap analysis, root cause analysis).
Expertise in translating business needs into clear functional specifications and system configurations.
Advanced skills in process design, software configuration, and system modification from requirements gathering to deployment.
Proficiency in system testing, data validation, and issue triage across multiple functional domains.
Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non‑technical personnel at various levels in the organization.
Demonstrated experience as a senior resource assisting in the definition of systems strategy, gathering and documenting business requirements, leading fit‑gap analysis, as‑is and to‑be business process designs, conference room pilots (CRPs) functional configuration, testing, client user training.
Preferred Qualifications
10 years related experience.
1+ year of experience in an organization comparable to UCSF in terms of budget, size, complexity, scope of operation, and accounting systems.
Knowledge of supply chain, human capital management, finance, or planning and budget systems and processes within a healthcare environment.
Certifications:
Lean Six Sigma Black Belt (LSSBB)
Project Management Professional (PMP)
Certified Business Analysis Professional (CBAP)
