Affordable Regional Manager As an off‑site leader, the Regional Manager oversees all phases of operations for a housing community portfolio, including personnel, leasing, maintenance, financial, administrative, and risk management. Responsibilities include ensuring compliance with company policies, safety and fair Housing guidelines, and liability concerns.

Essential Duties & Responsibilities Personnel Management

Use consistent techniques and company directives to screen, hire, train, coach, and develop on‑site staff.

Ensure staff effectiveness through ongoing training, coaching, counseling, and guidance in compliance with training benchmarks.

Handle performance issues, document adequately, and communicate with supervisors, HR, and senior leaders; terminate when necessary.

Prepare salary increase requests for Community Manager and other team members; sign off on all requests.

Provide counseling statements, written evaluations, and salary requests for review by regional and senior leadership and delivery to HR.

Approve all timesheets, ensuring accurate hours, vacation and sick time reporting, and signatures.

Promote staff harmony and quality performance through support and effective leadership.

Maintain staff compliance with company policies and procedures.

Financial Management

Achieve highest possible net operating income via cost control, revenue enhancement, and leasing improvement.

Develop yearly operating budgets and forecasts.

Provide monthly written evaluation of income and expense line items that are significantly over budget.

Recommend capital improvement initiatives for future site development.

Oversee proposals and contracts for large projects; monitor work progress.

Ensure timely receipt and reconciliation of deposits, rent collections, and charges.

Approve timely receipt, reconciliation, and coding of all vendor invoices.

Ensure property closeout is completed on time and ownership financial reports are accurate.

Strategic Leasing Management

Develop yearly marketing plans and implement marketing strategies and systems.

Generate rentals or rent increases through marketing strategies.

Ensure leasing techniques are effective for lease closure, follow‑up, and documentation.

Address resident complaints, concerns, and requests to ensure resident satisfaction.

Implement resident retention programs such as events, promotions, and newsletters.

Effectively show, lease, and move in prospective residents.

Administrative & Maintenance Management

Maintain accurate and timely administrative and leasing reporting.

Assist the emergency team, ensuring proper response and handling to minimize liability.

Monitor service request turnaround and maintenance staff responsiveness.

Ensure property appearance and that repairs are completed on a timely basis.

Plan and utilize property resources, equipment, and supplies economically.

Direct and monitor maintenance, construction, and rehabilitation activities to ensure quality and expediency.

Travel

Estimated at 25–50% of work time annually for property visits, conferences, training sessions, or other business activities.

Education & Experience

Affordable housing experience, including LIHTC.

Prior experience as a Regional Manager.

High School Diploma or equivalent; Bachelor’s degree preferred or four years of experience in the housing industry; or one to two years of related experience and/or training; or an equivalent combination of education and experience.

Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.

Proficiency in on‑site software functions and basic computer skills required.

Basic knowledge of Fair Housing Laws and OSHA requirements.

For individuals hired to work in Maryland, Asset Living is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and includes the range of factors considered in making compensation decisions including but not limited to skill sets, experience and training; certifications; etc. We do not anticipate that the individual hired into this role would be near the top end of the compensation range, but that decision will be dependent on the facts associated with each specific individual’s relevant experience for the role. A reasonable estimate of the range is $95,000 - $115,000.
