Job Summary
This position is located in the Office of Unified Communications (OUC), Office of Professional Standards and Development. The incumbent serves in this position as the Chief of Professional Standards with responsibility for providing staff level direction and oversight of the Training and Quality Assurance Program. He/she will participate as the training and quality assurance agency expert. The incumbent is responsible for supervising and coordinating all management and analytical studies, all career path development activities in support of the Office of Unified Communications (OUC), which consists of planning, development, administering coordinating, implementing evaluating and conducting in‑service, supervisory, managerial, executive, and career development (occupational and goal oriented) programs to provide for professional and technical career development or advancement for all OUC personnel.
Duties And Responsibilities In conjunction with the Director and Deputy Director, the incumbent plans, prioritizes and carries out responsibilities. He/she is responsible for the oversight of the Training and Quality Assurance Program which includes but not limited to supervising, planning and managing the activities of the Office. He/she will serve as the Agency’s authority on all aspects of employee development and training. The incumbent will negotiate with consultants outside the academic area for services involving the consideration of program requirements, costs, and contract specification. Represents the Department and meets with officials of other jurisdictions, (local, national, and federal) to develop employee development procedures, guidelines, and/or contingency plans, which will establish policy. Extensive skills and experience in the design, development, implementation, and coordination of organizational development and training programs for OUC employees. Extensive knowledge of quality assurance concepts, operating principles, and methodology applicable to agency service or mission area. This includes expert knowledge of organizational missions, objectives, and procedures; the relationship with other program/operation areas. Outstanding verbal, written, multi‑tasking and presentation skills.
The Chief of Professional Standards will manage training needs assessment studies, report findings to the Director and Deputy Director, and details plans to address findings, where appropriate. The incumbent will initiate requests for proposals for OUC training and career development programs according to contract and procurement procedures; selects training providers and ensures the quality of programs delivered. He/she will develop long‑range plans to provide for the effective accomplishment of the agency’s mission and objectives within budgetary and other governing limitation. The incumbent will implement operational improvement or changes in approach to increase the effectiveness of agency staff and ensure that staff remains abreast of changes to OUC programs and is responsive to the needs of staff receiving training and policy guidance.
Qualification and Education Applicants must have at least one (1) year of the specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities, to successfully perform the duties of the position.
Preferred experience includes analyzing and resolving complex or sensitive problems related to quality assurance; performing on‑site audits of Quality Control (QC) programs; supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Graduation from an accredited four‑year college or university is preferred. Six or more years of specialized experience is desirable, though equivalent combinations of education and experience will be considered.
Working Conditions/Environment The work involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and training rooms. The work area is adequately lighted, heated, and ventilated.

Position Designation: This position has been designated as
Security Sensitive ; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations. Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations and mandatory drug and alcohol testing, as applicable.
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

employee. The incumbent will be required to work or stay at work during times of declared emergencies or any other time as designated by the Mayor or his/her designee.
