The Alliance for American Leadership (A4AL) is a bipartisan political action committee dedicated to revitalizing U.S. global leadership through strategic investments in international development. We believe effective foreign assistance fights global poverty, strengthens U.S. national security, prevents pandemics, and supports American economic growth.

Role Overview The Director of Government Affairs will lead A4AL’s federal advocacy strategy on Capitol Hill and with relevant executive-branch stakeholders. This role is responsible for advancing A4AL’s policy priorities, managing congressional relationships, and translating grassroots energy into legislative wins.
This is a senior, externally facing role suited for someone with deep Hill experience, strong policy instincts, and the ability to operate in a fast-moving political environment.
This is a volunteer, unpaid role. It is perfect for someone between jobs or for a retired government affairs professional who wants to give back to a growing youth movement. We are asking our Director of Government Affairs to volunteer at least 20 hours a week for the organization, but are also accepting applications from Government Affairs Advisors who have less time to commit.
Key Responsibilities
Lead A4AL’s lobbying strategy related to foreign assistance, global health, famine relief, and development reform
Manage and expand relationships with Members of Congress, chiefs of staff, legislative directors, and key committee staff
Coordinate advocacy with executive-branch stakeholders (State, USAID, OMB, NSC) where appropriate
Track legislative developments, appropriations cycles, and policy threats/opportunities
Policy and Strategy
Draft policy briefs, memos, talking points, and legislative recommendations
Help refine A4AL’s reform agenda for U.S. foreign assistance and development institutions
Grassroots Integration
Work closely with A4AL’s organizing team to align Hill strategy with campus and grassroots advocacy
Prepare advocates for congressional meetings, fly-ins, and district engagement
Ensure youth-led advocacy is targeted, credible, and effective
Political and Coalition Building
Coordinate with allied organizations, PACs, think tanks, and advocacy groups
Support candidate endorsement strategy by advising on policy positioning and political context
Represent A4AL in meetings, briefings, and public forums
Qualifications
2+ years of experience on Capitol Hill or in a government‑relations role.
Strong understanding of U.S. foreign policy, foreign assistance, appropriations, or national security
Demonstrated experience lobbying Congress or managing legislative strategy
Excellent writing and verbal communication skills
Ability to manage multiple priorities in a fast‑paced political environment
Commitment to bipartisan, results‑driven advocacy
Passion for youth‑led movements and enthusiasm for mentorship
