Job Summary The Massachusetts Department of Public Utilities (DPU) seeks an attorney to serve as a Hearing Officer (Counsel II) in the Legal Division. The role involves overseeing agency proceedings that regulate the electric power, natural gas, and water industries, addressing multifaceted legal and technical issues in a rapidly evolving energy landscape.
Responsibilities
Serve as case manager for proceedings before the Department, establishing procedural schedules, conducting public and evidentiary hearings, and making written and oral rulings.
Coordinate with technical staff to ensure comprehensive records for cases advancing to the Commission.
Prepare and present recommendations and draft orders to the Commission.
Conduct legal research and draft memoranda on agency jurisdiction, procedures, standards, applicable law, and precedent.
Represent the Department in settlement negotiations and interventions before other state and federal administrative agencies.
Preferred Qualifications
Experience in administrative law, public utility law, energy policy, or environmental law.
Ability to lead and work within multidisciplinary teams including technical and legal staff.
Strong organizational skills with the capacity to balance multiple cases and staff.
Excellent oral and written communication and interpersonal skills.
Current and valid Motor Vehicle Driver’s License at a class level specific to the assignment.

Minimum Qualifications
Juris Doctor (JD) degree.
Admission to the Massachusetts Bar.
At least three years of full‑time (or equivalent part‑time) professional experience in the practice of law.
Current and valid Motor Vehicle Driver’s License at a class level specific to the assignment.
