Job Summary
This position is located in the Department of Public Works, Solid Waste Management Administration, Solid Waste Education and Enforcement Program (SWEEP), responsible for educating District residents and business operators about proper sanitation practices, inspecting properties, and enforcing the solid waste and public space regulations authorized under D.C. Law 6‑100 and the recycling laws as specified in D.C. Code 8‑1001.
Incumbent conducts surveys throughout District communities to determine cleanliness levels and ensures adherence to District of Columbia solid waste regulations. Duties include:
Conduct surveys of specific communities to assess cleanliness and enforce regulations.
Develop and maintain Community Champions throughout the city for cooperative partnerships with sanitation programs.
Contact residents, business operators, property owners, MOCRS, ANC, and BID to disseminate information.
Determine violations of titles 21 and 24 of D.C. Municipal Regulations, issue warnings and notices of infractions.
Explain legal and administrative rights and obligations to citizens and business operators in person or by telephone.
Conduct formal and informal interviews with property owners, businesses, contractors, and citizens.
Plan and conduct unannounced inspections to spot‑check compliance.
Qualifications and Education
Specialized Experience: At least one (1) year of specialized experience that is equivalent to the next lower grade level.
Work Conditions/Environment
Includes office work and frequent visits to property sites with potential threat of physical violence. Requires wearing hard hat, walking shoes, or other protective gear, and handling solid waste. Safety gloves are required.
License Requirement
Valid motor vehicle operator's license and ability to operate a motor vehicle.

Tour of Duty: Varies. Pay Plan, Series and Grade: CS-1802-10. Promotion Potential: No Known Promotion Potential. Duration of Appointment: Career Service Permanent. Collective Bargaining Unit: AFSCME, Local 2091. Position is security sensitive; subject to enhanced suitability screening, criminal background checks, and background investigations. Essential employee designation under District Personnel Manual – may be required in emergency situations.
