Information Technology Project Manager (Miami)

This is a Project Manager position within a large, complex local government organization. The role is housed in the Information Technology Department and is responsible for assisting in the implementation of a complex, large-scale application.
The Project Manager will work alongside a diverse team of software developers, business analysts, and IT leadership to support and control a county-wide project. The position will serve both as a Project Manager and Scrum Master, applying Agile and Waterfall methodologies, and working directly with customers and vendor solution providers throughout the full project lifecycle.
The emphasis of this role is on managing the project through a strong understanding of business processes and requirements to ensure delivery of the best solution for the customer, primarily through the implementation of a vendor package.
Key Responsibilities
Project Management: Lead end-to-end software projects including requirements gathering, design, development, testing, deployment, and support.
Business Process Analysis: Evaluate and document current business processes, identify improvement opportunities, and recommend changes to enhance efficiency and productivity.
Scrum Master Duties: Facilitate sprint planning, daily stand-ups, demos, retrospectives, and lessons-learned sessions. Maintain logs and ensure Agile best practices are followed.
Vendor Management: Coordinate vendor demonstrations, oversee implementation of vendor solutions, and ensure vendor deliverables meet county needs.
Change Management: Conduct impact assessments, support training efforts, and provide user adoption assistance during system transitions.
Collaboration & Communication: Work with business stakeholders and technical teams to gather, define, and translate requirements into user stories and technical specifications. Provide regular status updates, presentations, and reports.
Testing Coordination: Oversee test planning, test case creation, execution, and issue resolution before deployment.
Risk & Budget Management: Identify and mitigate risks, escalate issues as needed, and manage capital budgets in coordination with the countys budget team.
Infrastructure Coordination: Partner with IT teams to set up infrastructure aligned with vendor specifications and estimate future infrastructure costs.
Continuous Improvement: Conduct post-implementation reviews, monitor system performance, and recommend enhancements for ongoing optimization.
Minimum Skills & Experience
7+ years of proven experience delivering complex IT software projects in large organizations using Waterfall and/or Agile methodologies.
Proven track record managing full lifecycle software projects, from planning to support.
Strong experience facilitating collaboration with stakeholders across diverse departments and professional backgrounds.
Hands-on expertise in project documentation (e.g., Project Charter, RACI matrices, requirements, reports, user stories).
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Project, Teams, SharePoint, and Azure DevOps for communication, collaboration, and project management.
Experience managing remote or distributed teams.
Demonstrated strength in analytical problem-solving, risk management, and decision-making.
Excellent verbal and written communication skills, with the ability to convey ideas clearly and effectively.
Experience in creating and maintaining project budgets and coordinating infrastructure setup.
Education & Certifications
Bachelors Degree in Business Administration, Computer Science, Information Systems, or a related field.
PMP, CSM, or equivalent certifications strongly preferred.
Additional related project management or software implementation experience may substitute for the required degree on a year-for-year basis.
