Acquisitions Contract Specialist Work Location: Washington, D.C. (DHS - ICE Headquarters)

INCATech is seeking an experienced Acquisitions Contract Specialist to support the U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ). This role provides end-to-end federal contracting support, working closely with contracting officers, program offices, and integrated product teams to deliver timely, compliant acquisition solutions that directly support ICE’s mission. The position is ideal for a seasoned federal acquisition professional who is comfortable operating independently, understands the full acquisition lifecycle, and has hands-on experience with multiple FAR-based contract types and vehicles. You will support high-visibility procurements across planning, solicitation, evaluation, award, and post‑award administration in a fast‑paced, mission‑driven environment.

Responsibilities

Support acquisition planning activities, including participation in pre‑award conferences, meetings, and Integrated Product Teams (IPTs).

Assist in refining and validating requirements, acquisition strategies, and procurement approaches.

Develop acquisition plans, milestone schedules, and supporting documentation.

Conduct and document market research activities such as RFIs, draft solicitations, industry days, and pre‑proposal engagements.

Prepare or assist in the development of requirements documentation, including SOWs, SOOs, PWSs, IGCEs, evaluation criteria, and required determinations and findings.

Provide recommendations on contract type selection, acquisition methods, and use of contract vehicles.

Prepare and support Justifications for Other‑Than‑Full‑and‑Open Competition (JOFOCs) and other pre‑award approvals.

Draft and support issuance of RFQs, RFPs, IFBs, and solicitation amendments.

Utilize government contract writing systems (e.g., PRISM or equivalent) to prepare solicitation documents and select appropriate clauses and provisions.

Assist with posting solicitations and related materials to appropriate government systems.

Support responses to pre‑award inquiries and preparation of solicitation amendments.

Receive, log, and conduct compliance reviews of quotes, proposals, and offers.

Maintain solicitation files in accordance with applicable laws, regulations, and policies.

Assist in technical, cost, and price evaluations of proposals and quotes.

Perform and document price and cost analyses for government review.

Gather and analyze past performance information.

Draft evaluation reports, memoranda, and supporting documentation.

Support development of competitive range determinations, negotiation memoranda, and source selection documentation.

Assist with negotiations, discussions, pre‑award reviews, and responses to pre‑award protests.

Support preparation and documentation of pre‑award notifications and debriefings.

Prepare contract award documentation for government review and approval.

Develop award documents using the government contract writing system.

Assist with higher‑level reviews and required award clearances.

Prepare FPDS‑NG entries and required award and post‑award notices.

Support responses to post‑award protests and documentation related to performance issues, cure notices, show cause notices, and terminations.

Maintain complete and compliant award files.

Support post‑award conferences and contract administration activities.

Prepare COR appointment letters and Notices to Proceed.

Assist with contract modifications, claims, ratifications, FOIA responses, data calls, and Congressional inquiries.

Support contract closeout activities and prepare closeout documentation.

Maintain post‑award contract files in compliance with FAR, DHS, and ICE requirements.

Attend scheduled and ad‑hoc meetings with government customers, both virtually and onsite.

Qualifications

Bachelor’s Degree or 7+ years of experience in the Federal Government contracting environment + 24 hours of accredited college business credits.

At least five years of documented experience in contracting positions.

Documented experience providing cradle‑to‑grave Contract Specialist support to a Federal Government agency or entity.

Demonstrated ability to use the Microsoft Suite of software applications to create and maintain documents and communications.

Documented ability to maintain and practice operational security (OPSEC) in the performance of daily duties and to report OPSEC issues or concerns.

Proven ability to interpret and apply procurement regulations, including the Federal Acquisition Regulation and/or other agency‑specific regulations.

Knowledge of and experience using government contract‑writing software such as PRISM.

Familiarity through experience with government software and databases such as FPDS and SAM.gov.

Experience with FAR contracting methods such as 8/12/13/15/16, including BPAs and IDIQ vehicles.

Experience with federal‑wide or multi‑agency vehicles, including Fed Supply Schedules and DHS Strategic Sourcing Vehicles.

Experience independently preparing, briefing, routing, and obtaining government clearances for acquisition documents and completing other review processes in a timely fashion.

Demonstrated experience reviewing spreadsheets and documents in various formats such as those created and maintained in Microsoft Office products.

Experience analyzing proposed elements of cost to develop cost and profit pre‑negotiation positions and developing documentation required to establish a competitive range, establish a pre‑negotiation position, respond to a protest, or complete required source selection activities.

Possession of excellent written and verbal communication skills plus strong analytical and organizational skills and abilities.

Preferred

Experience managing procurement sensitive, law enforcement sensitive, or other secure information is preferred.

Experience administering or awarding services contracts or awards for law enforcement sensitive requirements.

Experience administering or awarding services contracts or awards for IT hardware or software is preferred for some position.
