Program Analyst Level 4 – Department of State – INL/ACB/ILEA
TJFACT is seeking a well‑versed Program Analyst Level 4 to support the Department of State – INL/ACB/ILEA in Washington, D.C. The Program Analyst serves as a member of the ILEA team and is primarily responsible for a specific ILEA and its geographic region, coordinating with assigned agencies. The ILEA team manages the program from planning to implementation, coordinating across the U.S. interagency, State Department domestic offices, and U.S. embassies abroad.
Please note this role is a TPC and is contingent upon a contract award.
Major Duties and Responsibilities:
Serve as the primary program officer for assigned ILEA(s) and corresponding geographic region(s) and U.S. federal agencies that instruct in the program.
Draft well‑written memoranda, reports, and other documents presenting, defending, or justifying program policies and recommendations; conduct analysis and present options for leadership decisions.
In close coordination with USDHs, analyze program compliance with all applicable laws, regulations, and policies, and provide feedback to USDHs on projects falling outside program guidelines.
Liaise with all relevant offices within the Department of State, U.S. embassies abroad, and federal law‑enforcement agencies on policies and programs.
Draft and review documents for implementing mechanisms (e.g., interagency agreements, letters of agreement, contracts, grants) and provide recommendations to USDHs and ILEA leadership on budgets and project requirements.
Assist with oversight of program implementers; identify areas of success and challenges and refer matters for USDH final action.
Advise and assist on management of projects and programs in close coordination with USDHs, keeping them informed of details, progress, challenges, and recommended solutions.
Maintain knowledge on law‑enforcement issues germane to the ILEA program (counternarcotics, border security, cyber scams).
Assist other team members on operational issues, serving as formal “back‑up” officer as required.
Required Qualifications:
U.S. Citizen
A Bachelor’s degree from an accredited institution
Six to ten years’ experience in a relevant field
Demonstrated knowledge of federal regulations in your area of specific need
Proficient in Microsoft Office Suite
Demonstrated experience facilitating organizational change
Active Security Clearance (Required)
Preferred Qualifications:
Graduate degree in international law, international relations, political science, criminal justice, economics, history, sociology, geography, anthropology, law, statistics, humanities, or a related field.
Experience and knowledge of the State Department’s foreign assistance process and the structure of U.S. embassies.
Experience with INL.
Experience with at least five of the following: program and project design, management, oversight, monitoring, evaluation, procurement/implementing mechanisms, strategic planning, policy engagement, budget logistics, risk mitigation, personnel, regional threats, vendor/contractor coordination.
Ability to work independently and establish effective relationships.
Effective oral and written communication with a wide range of stakeholders.
