The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
North Florida Evaluation and Treatment Center (NFETC) is a 216‑bed, all‑male, forensic, mental health rehabilitation facility located in northeast Gainesville, Florida on 639 acres of picturesque land. NFETC employs a variety of entry‑level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.
North Florida Evaluation and Treatment Facility is a tobacco‑free facility.

This is a highly responsible and professional position that will serve as a Senior Physician – Primary Care Supervisor. The incumbent will collaborate with each section within the state facilities and be required to use independent judgment, take initiative, and should be extraordinarily detail oriented.
Responsibilities
Maintain a positive and professional attitude and manner at all times, ensuring individuals receive comprehensive medical and mental health services in a cost‑effective, customer‑oriented manner. Follow all medical ethics and standards in an outcome‑oriented management system while maintaining sensitivity to the constitutional rights of patients.
Supervise and direct employees: spend the majority of time communicating with, motivating, training and evaluating employees, planning and directing their work, and have the authority to recommend actions such as hire, transfer, suspend, layoff, promote, discharge, assign, reward or discipline direct reports.
Conduct physical examinations on new admissions and annually thereafter, in accordance with DCF Operating Procedures and NFETC policy and operating procedures, documenting completely, accurately, and legibly. Perform general medical diagnostic and prescriptive work for all residents in accordance with standards.
Ensure preventive practices and procedures are followed in accordance with DCF Operating Procedures for Preventive Medicine.
Refer residents to medical specialists and community facilities for necessary treatment and ensure that diagnostic, treatment, and consultative reports are evaluated and utilized.
Attend yearly training in CPR, First Aid, Mandt, Bloodborne Pathogens, Biomedical Waste, Critical Event Training, and undergo annual TB testing.
Supervise all direct reports ensuring they meet individual performance standards, adhere to professional practice standards for their discipline, receive quarterly coaching, and follow an approved Employee Development Plan.
Assist in interviewing, selecting, and training new employees. Approve submitted timesheets and leave requests per NFETC policy for all direct reports.
Support the Medical Executive Director in the management of the medical division of NFETC and act in the MED’s stead when MED is unavailable.
Knowledge, Skills and Abilities
Knowledge of the principles and practices of program management and delivery of mental health services.
Knowledge of mental health, psychiatric principles, practices and techniques.
Knowledge of human anatomy and physiology.
Ability to perform complete psychiatric and mental health assessments of patients.
Ability to manage mental health disorders and care of patients.
Ability to identify and evaluate illnesses and/or disorders.
Ability to compile and evaluate mental health assessments, medical histories and other clinical and laboratory data.
Ability to initiate diagnostic laboratory tests and evaluate the results.
Ability to prescribe/alter and administer appropriate medications for specific illnesses.
Ability to work with patients having a variety of mental psychiatric disorders and physical problems.
Ability to plan, organize, and coordinate work assignments.
Ability to apply the consultative process in problem‑solving activities.
Ability to communicate effectively.
Ability to develop and implement various program monitoring methodologies and techniques.
Ability to establish and maintain effective working relationships with others.
Minimum Qualifications
Licensure as a physician pursuant to Chapter 458, Florida Statutes, and two years of post‑licensure professional experience in the practice of medicine; or
Licensure as an osteopathic physician pursuant to Chapter 459, Florida Statutes, and two years of post‑licensure professional experience in the practice of osteopathic medicine; or
A current public psychiatry certificate issued by the Florida Board of Medical Examiners pursuant to Section 458.3165, Florida Statutes.
Certification by a recognized board in a medical specialty area can substitute for the required experience.
