As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

Location of Position Office of Field Services Division of Rehabilitation Services 2525 Riva Road, Suite 101 Annapolis, MD 21401

Position Duties This position will manage and direct the Region 2 regional office and four district offices in utilizing procurement and accounting procedures within State guidelines. The incumbent is responsible for establishing and maintaining accurate records for all operating costs and client expenditures, as well as maintaining internal bookkeeping records for all accounting, inventory, purchasing and budgetary matters. The Fiscal Accounts Technician will identify budget trends and recommend budget realignments, reconcile accounting systems, and assist with bill payment to ensure timely processing of invoices and payments to vendors.

Position Duties Include:

Case Service Purchasing and Billing: Process case service billing through AWARE Case Management System as assigned. Create authorizations, prepare bills for payment, resolve billing questions/problems, maintain system for review and verification of bill payment.

Non-Case Service Purchasing and Billing: With prior administrative approvals, independently act as purchasing agent for the regional and four offices on non-case service purchasing up to $15,000 under current procurement policies. Receive and review regional requests for supplies and service orders. Code and record daily requests for purchases for the region, maintaining an audit trail. Maintain updated inventory records on all staff equipment and furnishings as required by MSDE. Provide staff training and technical assistance in the areas of authorizations, bill payment, State contracts, credit card logs, supply ordering, expense accounts, inventory, and other fiscal related areas as assigned.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes: 1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education. 2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

Desired or Preferred Qualifications

Experience with invoice processing, bill payment and account reconciliation.

Experience working with the State’s Financial Management Information System (FMIS).
