Job Summary
In accordance with the provision of the Illinois School Code (105 ILCS 5/10-21.4 Superintendent – Duties), and under the direction of the Board of Education, the Superintendent serves as the chief executive officer responsible for the development and maintenance of educational programs designed to meet the needs of all students and stakeholders.
Thorough knowledge of the principles, theory, and philosophy of education; skill in organizing the services to be offered by the School District, which would include planning for areas and facilities; level of adequacy at which services are to be provided; development of long-term financial plans, and formulation of plans for the development and replacement of personnel; understanding of the needs of the community, and ability to meet these needs with a progressive program; ability to guide and direct the work of the School District and its personnel and to delegate tasks with dispatch to particular parts or divisions of said School District; administrative skill in supervising the work of specialized personnel; intensive knowledge of the techniques of public administration, and executive capacity to make decisions judiciously; skill in communications; thorough knowledge of the development, maintenance, and operation of a school system and concomitant facilities; ability to inspire and work harmoniously with peers and employees.
ESSENTIAL FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  • Provide leadership in development and improvement of educational programs. Formulates plans and policies for educational programs and submits them to the Board of Education for approval.
  • Direct preparation and presentation of the district budget and determines amount of school bond issues required to finance educational program. Guides the process of fiscal planning and budgetary development and interpretation.
  • Interpret program and policies of school system to school personnel, to individuals and community groups, and to governmental agencies. Keeps the public informed about educational trends, and the policies, practices, and problems in the District's schools.
  • Prepare and submit to the Board recommendations relative to all matters requiring Board action, placing before the Board such necessary and helpful facts, information, and reports as are needed to insure the making of informed decisions.
  • Initiate and guide the development of policies for Board consideration, and develops such administrative rules and procedures as may be necessary to implement Board policies.
  • Exercise leadership in the development and execution of the school/community relations program and represents the District in its dealings with other school systems, institutions and agencies, community organizations, and general public.
  • Make all recommendations for the location and size of new buildings and school sites and of additions to existing sites; including, the location and size of school sites; the plans for new school buildings; all appropriations for sites and building; and improvements, alterations, and changes in the buildings and equipment of the District.
  • Direct studies and planning related to school organization, attendance area boundaries, and school plant requirements.
  • Assume ultimate responsibility for the assignment of students, and the various specialized areas of administration including student services, business management, plant management, transportation and research.
  • Maintain adequate records for the schools, including a system of financial accounts; business and property records; and personnel, school population, and scholastic records.
  • Act as custodian of such records and of all contacts, securities, documents, title papers, books of records, and other papers belonging to the Board.
  • Assume final responsibility for the selection, assignment, dismissal and evaluation of all personnel.
  • Keep informed of educational philosophy and practices by advanced study, by visiting school systems elsewhere, by attending educational conferences, and by other appropriate means, and keeps the Board informed of trends in education.
  • Communicate directly or through delegation, actions of the Board to all employees and receives from employees all communications to be made to the Board.
  • Direct staff negotiations with professional and nonprofessional personnel.
  • Act on own discretion if action is necessary in any matter not covered by Board policy, reports such action to the Board as soon as practicable, and recommends policy in order to provide guidance in the future. Directs and coordinates activities concerned with administration of city, county, or other school system in accordance with Board of Education standards by performing the following duties personally or through subordinate supervisors.
  • Delegate at own discretion to other employees of the Board the exercise of any powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the superintendent of final responsibility for the action taken under such delegation.
  • Perform other job related duties as may be assigned by the Board.
ADDITIONAL RESPONSIBILITIES: None
PHYSICAL ACTIVITY : Work requires very infrequent lifting, pulling or pushing during the normal performance of tasks and responsibilities. The work does require frequent walking and standing.
WORK ENVIRONMENT : Work is performed in an environment where unusual temperature, noise and hazards are relatively nonexistent.
Qualifications
EDUCATION
  • Doctor of Education (Ed.D.) degree, from an accredited college or university required, plus extensive preparation in educational administration and curriculum/instruction.
E XPERIENCE
  • Minimum of ten years of successful experience in teaching, administrative and supervisory fields.
  • Must have three years or more experience as a principal
  • Must have prior experience as a superintendent, assistant superintendent or equivalent
RESIDENCY
  • Must be a resident of the school district by June 30, 2026
OTHER SKILLS AND ABILITIES: To inspire, lead , guide and direct every member of the administrative, instructional and support services teams in setting and achieving the highest standards of excellence, so that each individual student may be provided with a complete, meaningful, and personally rewarding education. Further, to oversee and administer the use of all district facilities, property, and funds with a maximum of efficiency, and an ever present, overriding concern for their impact upon each individual student’s education.
LICENSES/CREDENTIAL: Proof of qualification and licensure to be a superintendent in the state of Illinois (copy of the administrative licensure with all related endorsements) License must be valid at the time of application.
Terms of Employment: Salary and benefits are set by the Board of Education. Twelve month work year.
Benefits
A regionally competitive compensation package with a starting salary of $210,000- $265,000 will be offered to the successful candidate. Fringe benefits include:

Evaluation: Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of the Superintendent.
