About the Role Maryland is making major investments in business and talent attraction, and we are looking for a skilled Marketing Content Manager to help tell our story. This role shapes the voice of Maryland as a place to do business, build a workforce and grow an economy. It combines strategy, writing, collaboration and cross‑channel content development.

You will create messaging and content used across Maryland’s statewide marketing efforts including web, digital ads, social media, email, print collateral, trade show materials, presentations, video scripts and more. This role translates complex information about Maryland’s business advantages, industries, workforce, incentives and economic priorities into clear, compelling content.

You will work closely with Commerce leadership, business development teams, and subject matter experts to ensure all content reflects Maryland’s value proposition and aligns with statewide goals. The position also supports high‑level prospect engagement by helping develop custom presentations and materials that elevate Maryland’s brand.

This role is a key contributor to the Maryland Marketing Partnership, the statewide branding body that funds and guides Maryland’s business attraction marketing. Tasks may include preparing materials for board meetings, making presentations, supporting partner engagement and helping maintain accurate information on partner and board communications.

Key Responsibilities Content Strategy and Messaging

Lead development of messaging frameworks for business attraction, talent attraction and in‑state business retention.

Translate complex economic and industry topics into clear, audience‑focused messaging.

Maintain a consistent statewide brand voice across all channels and materials.

Content Creation Across Channels

Write and produce content for: Web pages and landing pages, digital ads and campaign components, social media, blog articles and storytelling content, trade show displays and printed collateral, presentations and video scripts.

Collaborate with designers on layout direction, imagery, hierarchy and storytelling flow.

Ensure all content meets accuracy, accessibility, plain language and brand standards.

Work closely with Commerce leadership, business development teams and subject matter experts.

Gather information for messaging accuracy and validate content with internal partners.

Consolidate feedback and manage content reviews.

Support content needs for events, industry initiatives and high‑profile marketing touchpoints.

Project Coordination

Develop content plans, schedules and timelines for campaigns and initiatives.

Coordinate with digital staff, designers and project leads to ensure deliverables stay on schedule.

Maintain content calendars and organized documentation of content and messaging.

Analytics and Optimization

Monitor engagement metrics across web, email, ads and social.

Recommend improvements to support clarity, reach and performance.

Maintain archives and final content files for future use.

Maryland Marketing Partnership Support

Provide materials for board meetings and partner communications.

Assist with coordination for MMP events, retreats and presentations.

Help maintain updated partner and board information.

Ensure partner recognition is included appropriately in digital and marketing channels.

Minimum Qualifications

Five or more years of professional experience in marketing, communications, content strategy or related fields.

Strong writing and editing ability across a range of formats and audiences.

Experience producing content across digital and print channels.

Ability to translate complex topics into clear, strategic messaging.

Strong organizational and project coordination skills.

Ability to work collaboratively with leadership and subject matter experts.

Strategic marketing experience connecting target audiences with messages that resonate.

Analytical mindset and ability to optimize content for performance.

Preferred Qualifications

Experience with economic development, government communications, workforce or B2B audiences.

Experience shaping brand messaging or serving as a voice owner for a major organization.

Familiarity with content planning, editorial calendars and cross‑channel campaigns.
