Senior Director of Housing Operations Downstreet Housing & Community Development is a private, mission‑driven, not‑for‑profit organization dedicated to delivering social justice through affordable housing. We create equitable opportunities in Central Vermont for safe, healthy homes and strengthen local communities.

Base pay range: $90,000 – $110,000 per year, commensurate with experience.

Key Responsibilities

Provide strategic leadership and day‑to‑day oversight of all housing operations, including property management, maintenance, facilities, support services, compliance, and asset management.

Build strong internal systems that promote communication, accountability, staff development, and cross‑departmental collaboration.

Develop and implement policies, procedures, and systems to improve resident experience, operational efficiency, and staff success.

Oversee operational budgeting, staffing plans, workflow improvements, and performance benchmarks to ensure efficient, consistent, and financially responsible operations.

Partner closely with Finance, Real Estate Development, and Asset Management teams to support property performance, prepare properties for recapitalization, and steward long‑term operational sustainability.

Ensure adherence to federal, state, and local housing regulations, including HUD, LIHTC, VHCB, and other requirements.

Serve as a senior organizational leader, contributing to agency‑wide strategy, culture, and decision‑making.

Build and maintain strong relationships with regulatory partners, service providers, and community partners.

Support emergency response and crisis management as needed to ensure resident and property safety.

Experience and Education

Relevant Bachelor’s degree strongly preferred.

Experience in affordable housing operations, property management, resident services, asset management, or related fields strongly preferred.

Minimum of 7–10 years of progressively responsible experience in leading and supporting diverse teams.

Proven operational leadership, budgeting, and organizational development skills.

Commitment to equity, inclusion, and social and economic justice.

Physical Requirements Prolonged periods sitting at a desk and working at a computer. Ability to visit and assess properties, including basements, mechanical spaces, and units with stair access.

Job Type: Full‑time, hybrid with at least 3 days per week on site in Central Vermont.
