Role Overview The WIOA Title I Director leads the creation and implementation of processes and procedures to build an enhanced, flexible strategy for Workforce Innovation and Opportunity Act (WIOA) Title I services. The role coordinates agency-wide initiatives to ensure that career education and training programs, workforce strategies, and services under WIOA Title I are prioritized, developed, managed, and continuously improved using a data‑driven approach.

As a senior member of DWD’s Program Administration & Oversight (PAO) Department, the Director drives meaningful outcomes through projects that support innovation, alignment of metrics, accountability, and engagement with internal and external partners, including the Local Workforce Development Areas (LWDAs). The Director also participates in agency strategic planning, works across all DWD divisions, and provides leadership for improving workforce programs and services to address current and future education and employment needs of individuals and employers.

Essential Duties and Responsibilities

Serve as the statewide point of accountability for WIOA Title I program quality and outcomes, ensuring consistent interpretation and application of policy, guidance, and service models across regions.

Develop and oversee a technical assistance framework, differentiating support for high‑performing, stable, and under‑performing regions to maximize impact and efficient use of resources.

Provide executive‑level recommendations to agency leadership on workforce system priorities, policy direction, funding strategies, and implementation risks based on data, field intelligence, and emerging trends.

Identify systemic barriers related to WIOA Title I performance and service delivery, and lead cross‑functional efforts to resolve them.

Identify, pilot, and scale innovative service delivery and administrative practices, ensuring improvements are practical, compliant, and responsive to needs.

Lead continuous improvement initiatives using structured methodologies (e.g., process mapping, root cause analysis, performance diagnostics) to improve efficiency, customer experience, and outcomes.

Represent the agency and WIOA Title I with state and local workforce boards, regional leadership, employer partners, and other stakeholders, serving as an authoritative voice on program strategy and performance.

Support the agency’s public narrative around workforce impact by contributing content, data, and insights for reports, presentations, and stakeholder communications.

Anticipate compliance, performance, and fiscal risks and proactively work with monitoring, legal, and fiscal partners to mitigate issues before they occur.

Develop tools, guidance, and training resources to strengthen regional capacity and reduce dependence on ad‑hoc technical assistance over time.

Define and track success indicators beyond compliance, including service quality, customer experience, case management, and service access, and use data to assess program health and inform strategy.

Job Requirements The ideal candidate should minimally have either:

Master’s Degree with 3+ years of experience, or

Bachelor’s Degree with 5+ years of experience, or

Associate’s Degree with 7+ years of experience, or

At least 9+ years of experience applying the outlined knowledge, skills, and abilities in a similar role.

Required qualifications include:

Knowledge of complex federal and state workforce development legislation, policies, and regulations.

Strong verbal, written, analytical, interpersonal, group process, facilitation, and communication skills.

Ability to collect, analyze, and synthesize information and data, problem‑solve, and draw conclusions to improve overall efficiencies and effectiveness.

Working knowledge of department priorities, programs, and state agency structures.

Proactive nature with the ability to anticipate conflicts before they arise.

Ability to manage multiple projects and meet deadlines.

Ensure compliance with relevant state and federal statutes, regulations, and policies.

Supervisory Responsibilities/Direct Reports This role may serve as a team lead for an assigned work group and may be utilized in a supervisory capacity based on agency needs.
