About The Department The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and revitalize our community through housing and neighborhood investment. The City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable, in the next five years.
Position Duties The salary ranges for this classification are:
Analyst I: $92,994.72 - $113,022.00
Analyst II: $101,468.64 - $123,330.48
We are seeking qualified Analysts who will focus on effective grants management using several funding sources, including HUD entitlement programs (CDBG, ESG, HOME, HOPWA), State programs, and local funds. Many contracts relate to homeless response and prioritization of formerly homeless residents, community infrastructure, and low‑income home repair.
In addition to managing grants, the role monitors the grant process to ensure compliance with funding source regulations and contract specifications. Duties include performing pre‑award and post‑award risk assessments, desk audits, monitoring high‑risk agreements, and related compliance tasks.
Key Responsibilities
Perform pre‑ and post‑award risk assessments
Conduct desk audits
Monitor high‑risk agreements for programmatic and fiscal compliance
Review contracts, invoices, and reports
Evaluate funding applications
Provide technical assistance to awarded agencies
Monitor compliance requirements at federal, state, and municipal levels
Manage contracts
Track payments by funding source
Train grantee and departmental staff
Prepare report writing, correspondence, and council memos
Prepare, attend, and lead presentations at evening community meetings as needed
Minimum Qualifications Analyst I
Education: Bachelor’s Degree from an accredited college or university.
Experience: None.
Analyst II
Education: Bachelor’s Degree from an accredited college or university.
Experience: Two (2) years of increasingly responsible professional staff analytic or administrative experience in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution
Additional years of experience in a comparable staff specialist role may be substituted for the education requirement on a year‑for‑year basis.
