General Description BeOne Medicines is seeking a highly organized, detail-oriented, and proactive Senior Manager of Operations to support the U.S. Government Affairs & Public Policy (GAPP) function. This role is ideal for an experienced operations professional with strong PAC management skills who thrives in a fast-paced, execution‑focused environment.

In addition to core operational responsibilities, this role will manage the operations of BeOne Medicines’ newly formed PAC by overseeing compliance processes and coordinating with an external vendor responsible for day‑to‑day PAC administration.

Essential Functions PAC Management

Oversee day‑to‑day operations of the BeOne Medicines PAC, including donor tracking, compliance workflows, financial documentation, and recordkeeping.

Coordinate with outside counsel and PAC vendors.

Manage donor communications, solicitations, website updates, and reporting cycles.

Prepare and present PAC Board materials, agendas, and supporting documentation.

Ensure full compliance with FEC regulations, internal policies, and PAC procedures.

Department Operations & Coordination

Manage calendars, meeting logistics, and cross‑functional coordination for the GAPP function.

Serve as the operational liaison with other departments as well as external partners including consultants and trade associations.

Own core department workflows, including action item tracking, weekly agendas and meeting prep, contract and invoice processing, and document management.

Help with research; draft and circulate internal policy or legislative updates as needed.

Maintain exceptional professionalism, responsiveness, and organizational rigor.

Manage the quarterly lobbying disclosure filing process, ensuring all reports are accurate, complete, and submitted on time in compliance with regulatory requirements.

Budget & Financial Administration

Support the VP in managing the GAPP budget by ensuring timely and accurate reporting.

Lead all invoices and purchase order processing, including tracking spreadsheets and reconciliation.

Partner with Finance on quarterly forecasting and VP‑level budget reviews.

Support the development of polished, executive‑ready PowerPoint presentations, briefings, and materials.

Coordinate logistics for congressional fly‑ins, events, and external meetings.

Manage departmental systems, templates, and operational processes including the department’s internal webpage; identify efficiencies.

Support ad‑hoc projects and emerging priorities with strong follow‑through.

Minimum Requirements – Education and Experience

Bachelor’s degree required in Political Science, Public Policy, Business Administration, Communications, or a related field.

7+ years of experience in operations, administrative management, PAC management, or government affairs support in a fast‑paced environment (biopharmaceutical companies, trade associations, law/policy firms strongly preferred).

2+ years of hands‑on PAC operations experience (compliance, donor tracking, reporting, board support).

Other Experience

Demonstrated excellence in independent execution and project ownership, managing complex logistics, producing accurate and polished deliverables, and following SOPs.

Experience using Ariba or similar procurement/finance systems.

Exceptional written and verbal communication skills.

Ability to work from home with a high degree of independence, accountability, and initiative.

Proven track record of asking clarifying questions, proactively identifying issues, and ensuring alignment.

Strong proficiency in Microsoft Office, SharePoint, and PAC/Government Affairs systems. Experience using Ariba or similar procurement/finance systems.

Compensation Base pay range: $138,500.00 – $183,500.00 annually. Actual compensation packages are determined by experience, education, and job‑related skills. Base salary may vary by location. Eligible for annual bonus (non‑commercial roles) and incentive compensation plan (commercial roles). All employees may receive equity awards and participate in the Employee Stock Purchase Plan.
