Solid Waste Supervisor - Landfill Operations

This position announcement will be used to fill the Full-Time, Permanent, Safety Sensitive position of Solid Waste Supervisor in the Department of Public Works, Landfill Operations in the Waste Management Division. This class of work covers multiple program areas in solid waste collections and operations.
NATURE AND VARIETY OF WORK An employee assigned to this class is responsible for supervising the work performed by employees and contractors in the collection of curbside solid waste, convenience center operations, community cleanup collections, bulk item collections, landfill construction and operation involving opening and closing of cells, covering disposed materials, grading, erosion and sediment control, slope and terrace work, soil and erosion control, recycling, composting, and brush grinding, and other comparable program areas which require an employee to perform equivalent level duties and responsibilities. There are considerable contacts with contractors to monitor contractor performance, citizens to explain procedures and resolve problems, and employees to supervise their performance. Work requires knowledge of solid waste services and operations involving the collection, disposal, recycling and processing of materials, community collection, landfill construction and operations, or other comparable program areas. The complexity of work involves supervising employees, monitoring contractor performance, meeting with citizens to explain policies and resolve problems, writing contract specifications, reading and interpreting engineering drawings, establishing and/or following grades, preparing work schedules, developing work flow procedures, and meeting time schedules. The scope of work impacts other solid waste program areas, quality of services to citizens, and contractor performance. Work involves independent judgment in making decisions on operational issues, enforcing regulations and resolving customer complaints. The work requires visits to work sites, inspection of collection, disposal, landfill and recycling operations. The employee is also exposed to different weather conditions, and hazards in working with heavy equipment and hazardous waste materials. A higher-level manager reviews work for program and project completion.
LANDFILL OPERATIONS
Supervises the daily disposal, grading and excavation tasks performed in operation of the landfill.
Oversees the construction of new landfill disposal cells.
Implements effective and efficient operations in land filling, brush grinding, composting, grading, slope and terrace work, and erosion and sediment control measures.
Supervises employees in moving soil to cover disposal materials, covering terraces and cells, building access roadways, grading slopes, grinding brush, storing and moving tires, metals and compost piles.
Ensures operating equipment such as graders, bulldozers, loaders, backhoes, rollers, landfill compactors, scraper pans, gradalls, roll off trucks, end dumps, dump trucks, chain saws, bush hogs, and lawn mowers are operated and maintained properly.
Complies with Federal, state and local laws related to sanitary landfill construction and operations and post-closure care, operation of heavy equipment, handling of hazardous waste materials, and procedures used to obtain efficient land filling, grading, storm water management runoff and erosion and sediment control.
Meets with contractors, contractual personnel and citizens in providing guidance and answering questions about materials and regulations on solid waste disposal, recycling materials, and landfill operations.
Conducts site visits to work areas to ensure landfill and recycling operations are performed in accordance with operating procedures.
Conducts and attends safety meetings.
Evaluates the work performed by employees, authorizes leave requests, prepares work schedules, completes accident vehicle reports, workers' compensation employer's first report of injury or illness, and reviews and attempts to resolve employee grievances.
Purchases supplies as needed using County Procurement Card, and recommends purchases of supplies, equipment and materials that require formal purchasing documents; reviews and recommends specifications for purchase of equipment. Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of landfill operations including a familiarity with landfill disposal operations, cover soil management, recycling, compost and brush grinding, and closed landfill maintenance.
Knowledge of construction projects including surveying and reading grading plans.
Knowledge and/or experience in the operation and maintenance of medium and heavy duty landfill equipment (such as tub grinder, compactor, track loader, backhoe, bulldozer). Knowledge of Federal, State, and Local regulations related to landfills.
Effective oral and written communication skills to include extensive contact with the public in providing customer service.
Proficiency using Microsoft Suite (Word, G-Mail, Access or Excel or related systems).
Considerable knowledge in the enforcement of, or compliance with codes and regulations regarding collection and transportation of trash, yard waste, recycling, landfilling and construction, reading engineering plans, establishing and/or following grades, preparing bid specifications, labor contracts and administering a budget.
Skill in preparing bid specifications and maps for bid proposals as needed.
Skill in maintaining and preparing reports and accurate records.
Ability to work Monday through Friday with scheduled weekend overtime.
Ability to communicate effectively both orally and in writing.
Ability to develop innovative solutions to operational problems.
Ability to supervise employees.
Education Graduation from high school
Experience Two (2) or more years experience in planning and supervising solid waste management services in collection, landfill, disposal, recycling operations, or a related field
Additional Requirements A valid non-commercial Class C motor vehicle operator's.

Preference will be given to candidates with the following:
Three (3) to Six (6) years experience in Solid Waste Management and landfill operations including a familiarity with landfill disposal operations, methods of solid waste compaction, cover soil management, recycling, compost and brush grinding, and closed landfill maintenance.
Experience in the oversight of construction projects which involve heavy construction earthwork, including surveying and reading grading plans.
Experience in the operation and maintenance of medium and heavy duty landfill equipment (such as tub grinder, compactor, track loader, backhoe and/or bulldozer).
Knowledge of Federal, State, and Local regulations related to landfills.
Effective oral and written communication skills to include extensive contact with the public in providing customer service.
At least two (2) years of supervisory experience.
Ability to work Monday through Friday with scheduled, weekend overtime.
Candidates that currently hold the SWANA Manager of Landfill Operations (MOLO) certification.
Familiarity with Microsoft Office/Google Suite (Word, G-Mail, Excel or related systems).
