Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.
A. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience GS-14 Applicants must have a minimum of three years of professional law experience after being admitted to the bar, one year of which is required to demonstrate the following specialized experience requirements. Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following:
Experience providing legal advice and guidance on federal statutes, rules, and regulations relating to providers of communications and/or telecommunications services.
Experience analyzing, interpreting, and presenting findings and recommendations on complex legal issues, including weighing implications, identifying potential problems, and proposing solutions.
Experience preparing complex legal documents, including reviewing and editing documents drafted by others.
Experience making oral presentations and communicating legal and/or policy positions, including providing expert legal advice and guidance to senior managers or officials within or outside an organization.
GS-15 Applicants must have a minimum of four years of professional law experience after being admitted to the bar, one year of which is required to demonstrate the following specialized experience requirements. Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:
Experience providing legal advice and guidance on federal statutes, rules, and regulations relating to providers of communications and/or telecommunications services.
Experience analyzing, interpreting, and presenting findings and recommendations on complex legal issues, including weighing implications, identifying potential problems, and proposing solutions.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
