Health & Nutrition Manager

Organization:

Kai Ming, Inc. is a non‑profit 501(c)(3) organization that provides full‑day, full‑year; full‑day, part‑year high‑quality comprehensive early care and education services to eligible children ages 3 months to 5 years old in San Francisco, CA, with funding from the Federal Office of Head Start, California Department of Education, California Department of Social Services, and the City and County of San Francisco’s Department of Early Childhood.

This is a full‑time, exempt position. Under the general supervision of the Director of Children and Family Services, the Health & Nutrition Manager plans, participates and coordinates the Early Head Start/Head Start/CDE, Health and Nutritional services program. This position supports the delivery of a comprehensive, high‑quality health and nutrition program, including monitoring implementation of federal and state health, nutrition, and safety requirements; ensuring each child receives preventive health care; ensuring quality services of the nutrition program; coordinating with other agencies; supporting integration of Health and Nutrition with other Service Areas; and developing and implementing nutritional services for Kai Ming families and providing assistance and direction for the WIC Program and USDA Child and Adult Care Food Program (CACFP).

Essential Job Duties

Manages all Early Head Start and Head Start requirements in health, safety, and nutrition for center‑based and home‑based program options, including prenatal services.

Ongoing reporting of health data and results of health monitoring.

Ensures compliance with all federal, state, and local agency policies, procedures and regulations.

Reviews, evaluates and interprets health records, vital statistics and other data affecting health and nutrition, to assess needs and plan special programs or activities.

Develops partnerships with local community agencies, government agencies, universities to assist families accessing health and nutrition services.

Provides ongoing training, technical assistance and support to Kai Ming’s education and enrollment/family services staff to ensure the child and family receive individualized support.

Health Responsibilities

Oversees completion of child health requirements and other required screenings and assessments; assists in generating referrals and conducts follow‑up.

Supervises review of the medical and developmental history of each child.

Leads efforts to encourage parents to adhere to medical, dental, screenings and followed up within established federal guidelines.

Organizes and participates in team management functions of planning, implementing and evaluating family health goals and objectives.

Oversees program components that include partnerships with nursing programs and training staff to better care for children with medical needs.

Monitors, guides and provides support to staff and families working with children with recurrent medical concerns.

Coordinates implementation of health and individual treatment plans through consultation with parents, hospital staff, health center staff, medical office staff, and physicians.

Develops working knowledge of community resources and visits agencies annually.

Participates in development and revisions of health‑related policies and procedures in line with regulations.

Participates in health‑related training and development for parents and staff.

Attends parent/teacher conferences as requested.

Oversees all health data in the Jupiter database to assure integrity and compliance.

Documents efforts to assist families, tracks partnership outcomes, and submits reports as required.

Reviews incident/accident reports and prepares reports for Community Care Licensing and the Head Start Regional Office; gathers data on causes and provides technical assistance to center staff on prevention. Maintains strict confidentiality.

Nutrition Responsibilities

Reviews and evaluates Nutrition Services component activities to ensure conformance to Head Start Performance Standards and regulations.

Manages requirements of the USDA Child and Adult Care Food Program (CACFP).

Works closely with contracted food vendors to plan menu cycles of nutritional value for meals and snacks.

Assesses nutritional status and special needs of children and families.

Provides counseling and information to parents with special dietary needs or nutritional problems.

Involves parents in developing plans to address identified nutrition‑related needs.

Provides ongoing follow‑up services to at‑risk children and families.

Supports classroom staff with nutrition issues.

Attends parent/staff conferences as requested.

Makes referrals to nutrition agencies and physicians as appropriate.

Arranges data collection to ensure compliance, accurate reimbursement requests, and reporting.

Provides direction for menu formulation, food preparation and service, purchasing, sanitation standards, safety practices and personnel utilization.

Provides input into development of the annual food services budget.

Provides input into development of schedules, standards and procedures for meal delivery.

Counsels parents on general nutritional problems and designs nutrition education for parents.

Conducts periodic observations of nutrition education in the classroom and provides direction for improvement.

Related Activities

Meet regularly with Head Start program director, managers; attend IFSP/IEP meetings as needed.

Participate in meetings, activities, and events to support Head Start and partners; attend professional group meetings and trainings.

Develop and implement a process of ongoing monitoring, including regular site visits.

Prepare in‑service training plans for educational staff, family services team and parent groups related to health and nutrition.

Develop and coordinate agency prenatal workshop series with community partners.

Participate in the San Francisco three‑Grantee Head Start Health Advisory Committee meetings.

Perform other related essential functions as assigned.

Qualifications

Bachelor’s degree in Nutrition, Health Education, Public Health, Early Childhood Education, or related field (or equivalent experience).

At least five (5) years of progressively responsible experience in health and nutritional services. Formal training in nutrition is required.

Experience in early childhood settings, Head Start/Early Head Start, CACFP, or community health preferred.

Knowledge of Head Start Performance Standards required.

Knowledge of child development, family engagement, and culturally responsive practices.

Bilingual (Chinese/English) preferred.

Strong organization, communication, data‑tracking and reporting skills.

Excellent problem‑solving, programming and organizational skills.

Excellent written and oral communication skills.

Excellent interpersonal skills.

Ability to communicate with various stakeholders.

Ability to conduct staff training, maintain records, prepare reports, and understand instruction.

Ability to work effectively with diverse backgrounds.

Comfortable with public speaking.

Ability to travel for meetings, conferences, and training.

Other Requirements

TB clearance every 2 years.

Physical exam every 2 years.

Valid immunization records (MMR, Tdap, Flu).

Criminal background clearance (FBI, DOJ, Child Abuse Index).

Sex offender registry check clearance.

Adherence to the “Confidentiality Agreements.”

Adherence to the Child Abuse Reporting Mandate.
