Senior Biologist & Permitting Specialist

Base Pay Range $119,400 / yr – $186,550 / yr
Jacobs is dedicated to solving the world’s most critical problems, from sustainable infrastructure to resilient environmental stewardship. We are seeking a Senior Biologist & Permitting Specialist to lead technical support for wetland ecology, mitigation, and regulatory compliance across Hawaii.
Key Responsibilities
Collaborate with multidisciplinary teams to develop regulatory‑compliant environmental plans, reports, and permits for local, state, and federal agencies.
Lead fieldwork in Hawaii, conducting aquatic resource, habitat, and vegetation surveys following state and federal protocols.
Prepare environmental documents for NEPA and HEPA analyses, including Environmental Assessments (EA) and Environmental Impact Statements (EIS).
Support proposal development, client maintenance, and business‑development activities.
Create scopes of work and estimate effort for task completion.
Act as a project or task lead, managing complex projects and leading teams of specialists.
Maintain strong communication with clients, regulatory agencies, subcontractors, and internal stakeholders.
Provide mentorship and career development support for junior environmental staff.
Required Qualifications
BS or MS in Biology, Ecology, Environmental Science, or a related field.
10+ years of environmental consulting or agency experience in aquatic resource delineations, endangered species compliance, fish surveys, and permitting.
Extensive knowledge of Clean Water Act and US Army Corps of Engineers 404/401 wetland permitting.
Ability to lead aquatic resource surveys and explain native vegetation, soils, wetland community types, and stream characteristics.
Proficiency with handheld GPS equipment and related software.
Experience in stakeholder meetings and environmental task leadership.
Strong project‑management skills, ability to handle multiple assignments, meet deadlines, and travel as required.
Team‑oriented mindset with interest in mentoring junior staff.
Preferred Qualifications
Work outdoors in adverse conditions across Hawaii with occasional travel.
Experience writing Biological Assessments.
Certification as a Professional Wetland Scientist (PSW).
Native plant identification skills.
Stakeholder relationship management experience.
