About The Department The Environmental Services Department (ESD) is a national leader in pollution prevention, watershed protection, utility service provision, and climate action. ESD employees positively impact every resident and business in San Jose.

About The Regulatory Affairs And Purified Water Division ESD’s Regulatory Affairs and Purified Water Division has four programmatic focus areas: Purified Water, Wastewater Compliance, Air Compliance, and Municipal Environmental Compliance. Division staff are environmental scientists, environmental professionals, and engineers. The Division’s responsibilities cover a broad range of initiatives, including leading environmental monitoring, reporting, permitting, and compliance programs for federal and state permits, conducting environmental assessments, and implementing educational outreach initiatives.

Position Duties The Environmental Services Department is currently seeking to fill one (1) full-time Associate Engineer position in the Municipal Environmental Compliance section. The current salary range for this classification is $135,975.84 – $172,099.20.

Associate Engineer Position in Municipal Environmental Compliance The Municipal Environmental Compliance section ensures City‑owned properties remain in compliance with local, state, and federal regulations. Work includes fuel leak investigations, closed landfill compliance, Phase I Environmental Site Assessments, Phase II soil, soil‑gas, and groundwater investigations, and remediation projects.

The responsibilities of the vacant position include:

Managing environmental compliance for City‑owned properties with legacy contamination, closed landfills, and leaking underground fuel tank sites.

Managing environmental due diligence (e.g., Phase I Environmental Site Assessments) for City property acquisitions.

Ensuring new developments perform adequate environmental due diligence and are conditioned to investigate or mitigate hazardous materials.

Supervising staff: prioritizing work, conducting performance evaluations, ensuring training, and making hiring, termination, and disciplinary recommendations.

Directing the collection and analysis of field data and preparing recommendations.

Serving as a lead project manager on complex projects and acting as the main point of contact with consultants and regulators.

Preparing and coordinating master consultant agreements and service orders.

Performing legislative review and advocacy activities on environmental and compliance issues.

Representing the City with contractors, consulting firms, and public agencies at public meetings.

Minimum Qualifications Education:

Bachelor’s degree from an accredited college or university in Civil, Chemical, or Environmental Engineering, or possession of an Engineer‑in‑Training (EIT) certificate.

Experience:

Three (3) years of increasingly responsible professional engineering experience.

Acceptable Substitution:

Master’s degree in the required engineering discipline may substitute one (1) year of experience.

Required Licensing:

Possession of a valid State of California driver’s license may be required.

Form 700 Requirement:

The candidate must disclose outside investments, real property interest, income, and business positions and file an “Assuming Office Form 700” within the first 30 days of employment.

Other Qualifications

Job Expertise:

Knowledge of applicable professional/technical principles, citywide and departmental procedures, federal and state regulations, and chemicals of concern in soil, groundwater, and air.

Lead in Project Management:

Experience with Phase I/II site assessments and remediation projects.

Communication:

Excellent verbal and written communication skills and ability to explain complex environmental conditions.

Leadership:

Experience in staff supervision, performance evaluation, and team development.

Problem Solving and Initiative:

Ability to define problems, anticipate challenges, and pursue continuing education.

Teamwork:

Ability to develop effective relationships with co‑workers and supervisors.
