Position Details Department: Florida Institute of Oceanography (FIO).

Job Code/Title: 9514 / Budget Director.

Responsibilities

Manage annual and multi‑year budget planning for vessel operations, marine science programs, capital projects, and administrative units. Allocate resources and maintain internal controls.

Formulate operational objectives, develop budget allocations and scenario analyses, produce monthly/quarterly/annual reports, and ensure compliance with state regulations, USF fiscal policies, and grant/contract requirements.

Lead a small finance team (Fiscal & Business Analyst, Specialist, Unit Research Administrator) and oversee personnel expenses, travel, procurement, vendor entry, and contract execution.

Serve on the FIO Leadership Team, liaise with the university system budget office, and present budget materials to the FIO Council, USF Finance units, and legislative stakeholders.

Perform duties as assigned.

Qualifications

Minimum: Bachelor’s degree; five years of related exempt experience; two years of experience managing exempt‑level employees.

Preferred: Master’s degree in Finance, Accounting, Public Administration, or related discipline; experience with marine science or maritime budgeting; familiarity with USF financial systems; CPA, CGFM, or similar credential; proficiency with financial systems, forecasting tools, and data analysis; knowledge of state regulations, grant requirements, and internal controls.

Degree Equivalency Clause Four years of direct experience for a bachelor’s degree.

Senate Bill 1310 (SB 1310)

Conditional upon meeting all employment eligibility requirements in the U.S.

Substitution of work experience for postsecondary education requirements.

(a) Two years of direct experience for an associate degree;

(b) Four years of direct experience for a bachelor’s degree;

(c) Six years of direct experience for a master’s degree;

(d) Seven years of direct experience for a professional degree;

(e) Nine years of direct experience for a doctoral degree.

Related work experience may not substitute for required licensure, certification, or registration.

Minimum qualifications that require a high school diploma are exempt from SB 1310.
