Role Summary The Senior Database Engineer is responsible for the installation, configuration, maintenance, security, and performance tuning of Microsoft SQL Server, Oracle, and open‑source database systems. This role ensures the stability, availability, reliability, and scalability of mission‑critical data platforms supporting DOT business operations and analytics. The engineer will manage high‑availability environments, lead database architecture improvements, support cloud migrations, and collaborate with development, DevOps, and infrastructure teams.

clearance.

Key Responsibilities

Install, configure, and maintain Microsoft SQL Server instances and tools (SSMS, SSRS, SSIS, SSAS).

Set up new databases, servers, and related infrastructure across on‑premises and cloud environments.

Manage SQL Server clustering, replication, Always‑On, and other high‑availability solutions.

Monitor and maintain database performance, integrity, and security using SQL Profiler, Extended Events, and Performance Monitor.

Perform routine database maintenance: index optimization, statistics updates, consistency checks.

Plan and execute database upgrades, patches, migrations, and backups.

Troubleshoot database performance issues, bottlenecks, error conditions, slow‑running queries, and deadlocks.

Analyze and optimize SQL execution plans.

Manage database users, roles, permissions, logging, and security compliance (SQL STIG, TDE).

Maintain comprehensive documentation of configurations, environments, maintenance activities, and changes.

Generate reports on performance metrics, growth trends, and system usage.

Support database DR testing, provide recommendations, and participate in on‑call support rotation.

Assist in standardizing and managing unified configuration management databases (CMDB).

Install Oracle binaries; configure, patch, and tune Oracle databases (Linux/Windows).

Configure and maintain Oracle RAC, Data Guard, RMAN backups, and OEM monitoring.

Support SQL Server deployments across VMWare, Azure (IaaS/PaaS), and on‑premises environments.

Facilitate on‑premises to Azure database migrations, including Azure Managed Instance and Managed Databases.

Implement and troubleshoot availability groups, mirroring, log shipping, and replication.

Schedule automated database health checks, monitoring jobs, alerts, and maintenance tasks.

Install and configure SQL Server Reporting Services (SSRS) and apply service packs and patches across SQL and Windows Server versions.

Participate in mandatory monthly database patching.

Required Technical Skills

Certifications:

Oracle Certified, SQL Certified.

Platforms & Versions:

SQL Server versions 2019/2017/2016/2014/2012 (and support for 2008R2, 2022 in patching tasks).

Oracle on Linux and Windows platforms.

Experience with VMWare, Azure IaaS/PaaS, Azure Managed Instance.

High Availability & Clustering:

SQL Cluster, Always‑On Cluster, clustering configurations, AG troubleshooting.

Database replication, mirroring, log shipping.

Oracle RAC and Oracle Data Guard (including 19c).

Security & Compliance:

SQL STIG compliance.

Transparent Data Encryption (TDE).

Best‑practice user provisioning and minimum‑privilege security.

Cloud Experience:

Azure Managed Instance, Azure Managed Database.

AWS RDS and EC2‑based databases; AWS cloud concepts for DBA operations.

Database Administration Expertise:

Installation, configuration, optimization, and maintenance of SQL Server and Oracle databases.

Query tuning, execution plan analysis, performance troubleshooting.

RMAN backups, Oracle Enterprise Manager configuration, OEM and custom monitoring.

On‑prem to Azure migrations, upgrades, backups/restores.

Scripting & Automation:

Linux shell scripting.

Automation of health checks, index maintenance, job monitoring, statistics tracking.

Disaster Recovery:

DR testing, recommendations, and recovery execution.

Preferred / Nice‑to‑Have Skills

Experience supporting 24x7 operations.

Experience building and managing Azure Managed Instances and Azure Managed Databases.

SQL Server installation/configuration for versions 2022, 2008R2, and older Windows Server versions (2003‑2022).

Experience setting up monitors through OEM and custom scripts.

Experience providing RCA (root cause analysis) for Oracle database performance issues.

Demonstrated teamwork and availability for on‑call rotations.

Qualifications & Experience

Bachelor’s degree with 8–12 years of relevant experience, or Master’s degree with 6–10 years, or Doctorate in a technical field.

Must be a U.S. Citizen or Green Card holder who has resided in the U.S. for at least the past 3 years.

Ability to obtain and maintain a Public Trust clearance.

Full‑time onsite availability at DOT HQ, Washington, DC (no telework).

No international travel, driving requirements, or PHI/HIPAA responsibilities.

Standard 40‑hour workweek; no overtime expected.

About the Team / Company This position supports Leidos on a Department of Transportation program. It is a 6‑month assignment with the possibility of extension, and may transition to a full‑time Leidos role. The position is classified as a direct charge to the contract and is part of the Digital Modernization group.
