Description The Civil Engineering Subject Matter Expert will support the Director of Systems Integration and Chief Acquisition Officer for investment decisions and major systems acquisition program management processes and procedures. CG-SID-9 provides support and oversight to the Program Management Offices of major and non‑major systems acquisitions and is the primary point of contact with the Department of Homeland Security (DHS) for the acquisition review process. Due to the size, scope, and complexity of USCG acquisition programs, CG-SID-9 requires specialized program management support.
Responsibilities
Civil Engineering Expertise
Apply advanced civil engineering principles to support design, construction, and maintenance of infrastructure projects, including waterfront structures.
Ensure compliance with federal, state, and local regulations.
Requirements Analysis & Planning – interpret and analyze civil engineering requirements; assist in developing plans, specifications, and cost estimates for civil works.
Design & Review – develop and review engineering drawings, site layouts, and structural designs; provide recommendations for improvements and ensure adherence to safety and quality standards.
Construction Oversight – support civil construction planning and execution, including site inspections and quality assurance; monitor contractor performance and compliance with engineering standards.
Risk Assessment – identify potential risks related to civil infrastructure and propose mitigation strategies; conduct feasibility studies and impact analyses for design decisions.
Stakeholder Engagement – participate in technical reviews, briefings, and working groups with government and contractor teams; prepare technical documentation, reports, and presentations.
Lifecycle Support – advise on maintenance strategies, sustainability practices, and infrastructure upgrades for civil projects; ensure civil engineering processes are applied throughout the project lifecycle.
Qualifications Education
Bachelor’s degree in Civil Engineering or Ocean Engineering.
Master’s degree preferred.
Experience
Minimum 8–10 years of experience in civil engineering for complex projects, including waterfront structures.
Experience with federal acquisition programs and compliance requirements.
Minimum 5 years on ACAT 1 acquisitions programs as defined by the Major Systems Acquisition Manual (MSAM).
Skills
Expertise in civil engineering standards and codes (e.g., ASCE, ACI).
Proficiency in engineering software (e.g., AutoCAD, Civil 3D, STAAD).
Strong analytical, problem‑solving, and communication skills.
Scheduling software (MS Project, Primavera P6).
Certifications & Clearance
Professional Engineer (PE) license required.
PMP or INCOSE CSEP a plus.
Ability to obtain and maintain required security clearance.
Other Requirements
Ability to work collaboratively in multidisciplinary teams.
Strong documentation and presentation capabilities.
