Duties and Responsibilities
Assess, design, develop, and implement solutions to meet business requirements and adhere to industry best practices for application and database services and support.
Create comprehensive architectural designs, blueprints, and documentation for software and systems
Evaluates project constraints to identify alternatives, mitigate risks, and re-engineer processes
Create, maintain, and enhance procedures, processes, and designs for software and systems
Identify and evaluate integration considerations and determine the impact to other systems at the University. Recommend a solution based on best practices; provide alternatives as needed.
Develop data extract scripts and coordinate secure transmission of data for system integration needs and/or to facilitate UH system data reporting needs including those external to UH. Develop related technical documentation and maintain a data dictionary.
Maintain rigorous architectural documentation, including system diagrams, data flows, and rationale for key technical decisions
Assist in defining project business requirements based off technical analysis of different software and systems
Assist in evaluation, and recommendation of appropriate hardware, software, and platforms
Ensure compliance with ITS Information Security Offices policy; manage data governance requirements and ensure adherence to securing PII, HIPAA and other data confidentiality requirements.
Coordinate & support user acceptance testing by creating test files and test data. Debug and troubleshoot issues.
Work closely with enterprise Information Technology Services resources to ensure infrastructure and network requirements are met in support of applications related to OVPA business units.
Actively participate in professional development to keep abreast of the constant changes in technology & complexities of the field. (e.g. consult w/colleagues and vendors; attend seminars/workshops/conferences/webinars; & review of relevant literature).
Collaborate with colleagues throughout the UH system on strategies, emerging technologies, best practices and ideas to continually improve services and promote use of technology.
Work closely with Information Technology Services to provide technical end user support to OVPA departments and ensure assigned OVPA servers are at current patch level.
Provide ongoing support and advisory/guidance services to System and Manoa (hybrid) departments to process transactions with their systems in conformance with applicable University and State policies and procedures.
For new project implementations, collaborate with System, hybrid Manoa and OVPA units as needed to ensure all requirements are met for the new application, related reports, scripts, and databases.
Lead the effort to provide sound system integrated solutions and work with related team members to ensure post implementation support is timely and all technical documentation and user guides are properly documented and maintained.

Minimum Qualifications
Possession of a pertinent baccalaureate educational degree in Management Information Systems or Business Administration, or related field and 3 years of progressively responsible professional information technology experience with responsibilities for project management, application support, system administration and integration, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of project management, application support, system administration, and system integration as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with applications, interfaces, databases, and network/infrastructure considerations.
Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Experience with report writing tools and/or generating queries for reporting and data extracts.

Desirable Qualifications
Experience working in a Higher Ed environment
Familiarity with managing a Parking System (eg T2) in a large organization
Proficiency in relevant programming languages (eg Java, Python, C++, etc.)
Deep working knowledge of cloud ecosystems, APIs, database design, and DevOps Practices
Exceptional communication skills to explain complex concepts to non-technical audiences
