The Role:
Reports to: Chief Executive Officer
Location: Hybrid – requires office presence in Silver Spring, MD, or New York City
Key Internal Relationships: Work in collaboration with HQ and Country Office colleagues globally, and with the Board of Directors, especially the Board Budget & Finance and Audit & Risk Committees.
Overview: A member of HIAS’ Executive Group and reporting to the CEO, the Chief Finance & Administrative Officer (CFAO) is a pivotal leadership role for HIAS.
In line with HIAS’ values of Welcome, Justice, Empathy, Partnership, Courage and Resilience, the CFAO is responsible for:
- Directing and overseeing all HQ Finance, IT, Internal Audit Risk and Facilities Management functions;
- Ensuring HIAS’ fiscal and operational excellence and compliance;
- Working closely with relevant senior leaders to spearhead the development, execution and ongoing review of policies, standards, systems and frameworks on a global basis;
- Providing expert guidance and support to the organization's senior leadership as well as HIAS’ network of refugee resettlement affiliates and other partners.
Key Responsibilities:
Leadership
- Provide strategic direction and leadership for a diverse team of professionals, fostering a culture of excellence, learning, and accountability.
- As a member of the executive team, gain a full understanding of all program and operational aspects of the organization so as to best advise the team and the CEO on financial strategies within the budget constraints faced by the organization.
- Ensure that the finance and administration division is resourced and structured to underpin and enable achievement of organizational strategic goals.
- Collaborate with Programs, External Relations and other relevant departments to ensure effective communication with donors and partners relating to funding and funding opportunities.
- Drive the agency’s financial and operational sustainability, ensuring robust responsive and compliant systems and processes across HIAS’ global network, including at headquarters, regional, and country offices, and affiliate agencies.
- Assess and control organizational performance on an ongoing basis against both the annual budget and HIAS’ strategic goals.
- Guide, prepare and submit an annual operational plan and budget in line with HIAS’ strategic goals, ensuring that organizational activities are managed within the parameters and reporting accurately on progress and challenges on a quarterly basis.
- Champion effective and efficient budgetary planning, forecasting and cost management processes in line with sector best practices and agency goals.
- Oversight of all financial aspects of the organization, including investments, audit activities, accounts, ledgers and reporting systems, ensuring adherence to Generally Accepted Accounting Principles, regulatory requirements, federal statutory audit requirements and Office of Management & Budget audit requirements.
- Oversight of relationships with external audit and accounting firms as well as the annual audit process.
- Actively engage with the board and its committees on administrative matters, trends and foresight and lead the relationship with the Budget & Finance Committee and Audit & Risk Committee.
- Provide insightful and actionable financial and operational information, analyses and modelling to the CEO and Board, on major investment and financing decisions, influencing both strategy and operational decisions (for example relating to geographic scope).
- Provide support and expert guidance on financial management to the HIAS Foundation Executive Director and Board.
- Ensure professional and compliant financial management in support of HIAS-branded entities (e.g., HIAS Europe) in fulfillment of agreements with those entities.
- Support the Finance team, in collaboration with Human Resources, to oversee and manage the employee pension plan and ensure that payroll processes and salary payments are managed professionally and in line with legislation in the country of operation.
IT & Systems
- Ensure IT, risk and financial systems are in place to support and drive HIAS’ strategic priorities.
- In collaboration with IT leadership, ensure the continuity and security of the IT network.
- Lead global ERP systems integration, ensuring the ERP meets agency needs with appropriate controls and user training.
- Ensure the requisite data management systems are in place to manage the demands of HIAS’ complex operations including its diverse donor base with the need for multiple currency management.
Internal Audit & Risk
- Through the Risk team, oversee the agency’s overall governance, risk management and control framework as well as the Internal Audit & Control (IAC) function, to enhance financial and other organizational systems, processes and controls, ensuring continuous improvement internal control and compliance.
- Actively support the selection and engagement of outside consultants (audits, investment advisors, etc.) and coordinate audit activities, maintaining robust internal controls and safeguards.
- Ensure that staff across all division and country offices receive the financial, risk and systems management resources and training they need to succeed in their positions.
Facilities Management
- In collaboration with the Office of General Counsel and the People and Culture division, oversee HIAS’ office leases and utilities contracts around the world, ensuring that offices are fit for purpose and meet HIAS’ legal and duty of care obligations to staff and program participants.
- Oversee all construction and maintenance projects for HIAS offices.
The Leader:
HIAS seeks a seasoned, mission-driven leader and finance executive with flawless technical skills, strong judgement and integrity managing complex matters.Among other qualities and experiences, this role requires the following skills and competencies:
Key Skills & Experience:
- Proven successful financial leadership experience, in a global complex NGO with a comparable budget.
- Exceptional leadership skills within a global organization essential, ideally within the humanitarian sector, and working with complex multiple funding streams: government, institutional and individual.
- Proven success in leading and managing large finance and administrative teams in global complex organizations, with at least 10 years' experience at senior leadership level.
- A deep knowledge of funding and the proposal process within comparable global organizations.
- Strong knowledge of IT systems and process management within complex global organizations along with extensive experience in design and implementation of global finance and enterprise-wide systems
- Strong knowledge of data analysis, forecasting & financial modelling, investments, financial reporting, budgeting, audit, tax, strategic planning, internal controls and risk management.
- Deep knowledge and understanding relating to the application of Generally Accepted Accounting Principles.
- Excellent change leadership skills.
- Exceptional communication and relationship skills, with the ability to lead within a matrix structure and build strong collaborative partnerships across cultures.
- Strong analytical skills and ability to problem-solve, with the ability to make pragmatic risk-based and commercial decisions.
- The proven ability to lead, develop and mentor team members to meet organizational goals and as finance leaders through change.
- The ability to conceptualize issues, design solutions, decide and execute through strong team leadership.
- Knowledge of and/or passion for issues related to immigration and refugee protection.
- A proven capacity to effectively manage pressure and challenging situations if they arise.
Education & Qualifications:
- Advanced degree (MBA or MPA) in Finance, Accounting and/or Management.
- CPA preferred.
Travel:
- The ability to travel internationally, to places of HIAS’ operations a minimum of 10% of the time.
Compensation:
- Salary range is $270,000-$290,000
