OVERVIEW Strategic Technology Institute, Inc. (STi) is seeking an experienced Program Manager to lead a large, multi‑faceted IT Support Services contract supporting the Naval Surface Warfare Center Dahlgren Division (NSWCDD) and its detachment sites. This key personnel role will oversee day‑to‑day IT and Information Management (IM) operations and modernization efforts across classified and unclassified environments, ensuring high‑quality service delivery aligned with NSWCDD’s mission to design, develop, and integrate 21st‑century warfare systems. As the Program Manager, you will provide overall technical, schedule, and cost direction, lead a diverse team of IT professionals, and serve as the primary liaison between the Government (including the COR and technical representatives) and the contractor team.
KEY RESPONSIBILITIES
Serve as the primary point of contact and trusted advisor to the Government COR, Technical Points of Contact, and other NSWCDD stakeholders for all contract‑related matters.
Provide overall leadership and direction for IT and IM support services across NSWCDD Dahlgren and detachment sites (e.g., Dam Neck Activity, Quantico, Wallops, Norfolk, San Diego).
Oversee the planning, execution, and performance of work spanning:
IT operations and sustainment (classified and unclassified environments)
IT Service Management (ITSM) and IT Experience Management (ITXM)
Unified Helpdesk operations and endpoint support
Cybersecurity and traditional security support
Enterprise applications, web/SharePoint, data/analytics, and AI/ML initiatives
IT asset and inventory management, telecom/voice, and Naval Enterprise Network (NEN)/NMCI support
Ensure contract performance meets or exceeds Quality Assurance Surveillance Plan (QASP) standards, SLAs, and experience‑based metrics (XLAs) using ITIL®, DESMF, and other best‑practice frameworks.
Provide project and portfolio management support for IT initiatives, including risk, issue, and opportunity management; cost estimating; resource allocation; schedule development; and milestone tracking from concept through deployment and sustainment.
Coordinate and participate in technical reviews and governance forums, including IPRs, CDRs, SDRs, CABs/CCBs, and other technical working groups; represent program status, risks, and plans to senior Government leadership.
Oversee contractor workforce management, including staffing plans, onboarding, performance management, training, and compliance with DoD 8570 / Cybersecurity Workforce (CSWF) requirements.
Ensure adherence to DevSecOps and Agile/Scrum practices where applicable, supporting continuous improvement of IT services, automation, and digital transformation.
Lead responses to data calls and cyber directives (e.g., CTOs, IAVMs, FRAGORDs) and ensure proper coordination with cybersecurity, ISSM/ISSO/ISSE stakeholders, and RMF/A&A activities.
Monitor and report program performance using meaningful metrics and dashboards (e.g., service performance, incident trends, asset lifecycle, financials) to inform Government decision‑making.
Support surge and after‑hours support planning to meet mission‑essential requirements, ensuring resources are positioned to respond rapidly to critical incidents and special events.
Maintain a culture of collaboration, communication, and customer focus, fostering strong working relationships with Government personnel, other contractors, and internal corporate leadership.
REQUIRED QUALIFICATIONS
Education:
Bachelor’s degree in a technical or managerial discipline (e.g., Information Technology, Computer Science, Engineering, Business, Management, or related field).
Experience:
10+ years of professional management experience.
At least 5 years leading or managing DoD or U.S. Navy IT systems programs or projects (e.g., IT operations, ITSM/Helpdesk, cybersecurity, enterprise applications, or similar).
Demonstrated experience providing administrative oversight and handling contractual matters, including interaction with Contracting Officers, CORs, and Government technical leads.
Proven ability to provide overall technical, schedule, and cost direction for complex IT support or IT operations contracts, including multi‑site and multi‑functional teams.
Solid working knowledge of DoD/Navy contractual processes, including understanding of SOW/PWS interpretation, CDRLs, QASP, SLAs/OLAs, and roles of the COR and Government program office.
Experience managing teams delivering services aligned to ITIL® / ITSM best practices (incident, problem, change, configuration, asset management), with familiarity in tools such as ServiceNow or similar ITSM platforms.
Demonstrated success in leading cross‑functional IT teams (e.g., system administrators, network engineers, cybersecurity staff, application developers, Helpdesk, telecom).
Strong communication and stakeholder engagement skills, including experience preparing and delivering briefings, status reports, and recommendations to senior leadership.
Clearance: Active Secret Security Clearance (required at time of hire).
PREFERRED QUALIFICATIONS
Prior experience managing programs or projects within a Navy Warfare Center or NAVSEA environment (e.g., NSWCDD, other NSWC/NUWC activities).
PMP or other recognized project/program management certification (e.g., PgMP, DAWIA PM, PMI-ACP).
Experience overseeing IT programs that leverage Agile, Scrum, and DevSecOps practices in support of digital transformation and automation.
Familiarity with Navy enterprise networks and services, such as NMCI/NEN, Flank Speed, DREN/SDREN, NREN, JWICS, and associated IT governance.
Experience managing Cybersecurity Workforce (CSWF) / DoD 8570 compliance, including certification tracking and reporting.
Experience leading contracts with significant IT operations, ITSM, cybersecurity, and enterprise application components in classified and unclassified environments.
