Job Description
Plexos Group LLC is seeking a qualified CDBG-DR Specialist to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. This role involves developing Program Guides, applications, policies, standard operating procedures, and ensuring compliance with regulations.
Location:
Santa Fe, NM (Local or willing to deploy up to 50% of the time)
Responsibilities
Develop and execute Program Guides, policies, procedures that are in alignment with the CDBG-DR Action Plan.
Implement policies and procedures for program compliance.
Ensure compliance with HUD, federal, state, and local regulations.
Monitor procurement, eligibility, and environmental review requirements.
Prepare reports and financial documentation.
Develop subrecipient agreements and grant awards.
Provide technical assistance to subrecipients and local jurisdictions.
Oversee project selection, budget development, and financial oversight.
Support infrastructure, housing, and economic development projects.
Maintain risk assessment and monitoring strategies.
Prepare quarterly performance reports and financial tracking.
Assist with reporting, audits, and other deliverables.
Maintain the system of record and DRGR system updates.
Provide technical advice on disaster assistance funding.
Coordinate with stakeholders to integrate funding priorities.
Represent the program in meetings and public engagements.
Ensure compliance with FEMA and State requirements.
Oversee monitoring functions and reporting.
Skills
Excellent project delivery and organizational skills.
Analytical ability to assess risks and ensure compliance.
Ability to travel as needed.
Strong interpersonal and communication skills.
Ability to meet deadlines and work independently.
Proficiency with Microsoft Office Suite.
Qualifications
Junior Specialist:
1-3 years of experience in disaster recovery, grant management, or community development programs.
Senior Specialist:
4-7 years of experience in the same fields.
Bachelor's degree in public administration, urban planning, finance, emergency management, or related field.
Strong knowledge of HUD CDBG-DR regulations and grant management.
Proficiency in Microsoft Office Suite and grant management software.
Preferred
Master’s degree in a related field.
Experience with HUD, FEMA, or other federal disaster recovery programs.
Experience developing policies for large-scale grant programs.
