About the Role The Graphic Arts and Illustrator Support Specialist will provide Identification Card Administration (ICA) and electronic fingerprinting services at the Visitor Reception Center (VRC) in support of the Naval Support Activity, Panama City (NSA PC), under the direction of the Naval Surface Warfare Center, Panama City Division (NSWC PCD). The Graphic Artist/Illustrator will provide professional support to the NSWC PCD Graphic Arts and Illustration operations.

Responsibilities

Conception, planning, preparation, and creation of visual materials such as concept renderings, illustrations, publications, logos, diagrams, displays, graphs, and objects for books, magazines, pamphlets, exhibits, posters, presentations, speeches, and conferences.

Producing complex computer-generated and traditionally created illustrations and artwork, including perspective renderings requiring precision hand‑eye coordination.

Using visual elements to communicate messages through print and electronic media.

Producing a full range of graphic and visual presentation products and services utilizing electronic and multimedia processes.

Planning, designing, and executing graphics products tailored to the medium and customer message.

Selecting, acquiring, scanning, editing, and formatting visual material for publications in print and other media using various software tools.

Researching customer needs through direct interaction and meetings.

Making artistic decisions regarding color schemes, lighting, size, and placement of materials.

Preparing materials such as photographs, illustrations, charts, and legends.

Utilizing mainstream computer graphics, video editing, and publication software (MS Office, CorelDRAW®, Adobe® Creative Suite, Corel® Painter®).

Supporting additional tasks such as dry‑mounting, matting, and framing images and posters.

Working in both MS Windows and MAC environments.

(Optional/Desirable) Applying skills in three‑dimensional (3‑D) modeling and animation applications.

Qualifications

Security Clearance:

Must have a favorably adjudicated Tier 3 Background Investigation for access to Controlled Unclassified Information (CUI).

Education & Experience:

Associate degree or equivalent education in Fine Arts or Commercial Arts and a minimum of five years of related full‑time work experience in graphic arts and technical illustration.

Technical Skills:

Demonstrated experience producing artist concept renderings, technical illustrations, and graphic designs; proficiency with traditional art media (pen and ink, acrylics, oils, watercolors); expertise with modern digital tools such as Adobe Creative Suite, Corel Painter, CorelDRAW®, and Microsoft Office; experience determining composition, design, and appropriate media for depicting technical concepts; familiarity with hardware such as scanners, tablets, large‑format printers, photo printers, and color copiers; ability to work across both Windows and Mac operating environments.

Portfolio Requirement:

Submission of a portfolio demonstrating proof of talent and skills within the discipline.

Desirable Skills:

Experience with 3‑D modeling and animation applications; strong communication skills for collaboration with scientific and engineering customers.
