LOCATION:
Colville Tribal Health Care Authority, Reservation Wide, Nespelem, WA
Basic Functions: This is an Exempt position. The Chief Executive Officer (CEO) serves as the senior executive leader of the Colville Tribal Health Care Authority (CTHCA) and is responsible for the overall strategic, operational, financial, and clinical performance of a multi-site, integrated healthcare system of approximately 250 team members. CTHCA provides a broad continuum of services, including clinical, behavioral health, public health and community wellness. The CEO reports to the Governing Board and works collaboratively with medical leadership, program directors, and community partners to ensure high-quality, accessible, culturally responsive, and financially sustainable healthcare services.
Qualifications
MINIMUM QUALIFICATIONS: Education and Training:
Requires a Bachelor's degree in Healthcare Administration, Public Health, Business Administration, or a related field from an accredited college or university.
Minimum of ten (10) years of progressive executive or senior leadership experience in healthcare or public-sector health systems.
Knowledge, Skills, and Abilities:
Requires
Demonstrated experience managing complex, multi-site healthcare operations.
Strong knowledge of healthcare finance, reimbursement, and regulatory compliance.
Proven ability to work effectively with governing boards and diverse stakeholders.
Experience with population health, prevention, and chronic disease management programs.
Familiarity with EMS operations, long-term care, clinical services, and behavioral health systems.
Experience working with Native American and rural communities with low-income and underprivileged populations.
Comprehensive understanding of the industry including risk management, compliance, and regulatory requirements.
Must be able to read, interpret, and convey financial information, have experience with multiple budgets, and oversight of multi-million dollar budgets.
Experience negotiating agreements, contracts, and cooperative agreements with Tribal programs, Federal, State, and local government agencies.
Well-developed human relation skills to convey technical concepts to others, to deal with sensitive and confidential information, to give instructions and training, and to facilitate training and discussions in individual and group settings.
Ability to communicate technical information and to interact with a wide variety of groups and individuals inside and outside the organization.
Ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines.
Ability to analyze data from multiple information ports by comparing and contrasting data to draw a conclusion or to identify trends.
Ability to communicate professionally in written, verbal, and non-verbal format while portraying a friendly tone, word choice, and body language.
Ability to handle sensitive information with discretion and maintain confidentiality.
Must have valid driver’s license.
Must be able to pass a thorough background screening.
This position is Safety Sensitive and may be subject to a drug testing.
Physical Requirements:
Ability to sit and stand for long periods of time.
Manual and finger dexterity to complete duties.
Ability to frequently bend, stoop, and reach.
Ability to push and pull frequently.Ability to comprehend complex issues.
Sufficient visual acuity to write, recognize printed materials, computer screen, and notice non-verbal behavior.
Speech and hearing ability to project voice to small and large audiences, carry on telephone conversations, hear and grasp verbal communications and equipment prompts.
Ability to drive in adverse weather conditions.
Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.
TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.
