Position Overview Stormwater Department Manager (PE) - Water Resources Department: Transportation Location: Orlando, FL

DRMP is seeking a highly motivated and experienced Stormwater Department Manager to oversee and grow our stormwater engineering and management team. This role requires strong technical expertise in stormwater planning, design, and compliance, as well as leadership skills to manage projects, mentor staff, and drive business development initiatives.

Key Responsibilities

Lead the Stormwater team, providing day‑to‑day technical support on stormwater modeling (ICPR4 and EPA SWMM) and water quality components for municipal projects across Florida.

Provide stormwater design and modeling support for transportation and municipal projects, including pond siting, bridge hydraulics, and BMPs.

Act as Engineer of Record for stormwater projects: conduct studies, design, obtain permits, and oversee construction administration.

Create precise presentations, reports, designs, specifications, and construction documents.

Collaborate with engineers, designers, sub‑consultants, clients, consulting firms, internal disciplines, project managers, and business development teams.

Provide hands‑on people management, staff leadership, and daily mentoring.

Lead marketing and business development: pre‑marketing meetings, proposal preparation, scope and fee proposals, negotiation.

Review shop drawings, provide construction administration assistance in role of Engineer of Record.

Travel periodically for business development, project management, site investigations, construction observation, and reporting.

Assist in compiling construction plans from all disciplines and implement project quality control.

Participate actively in the Florida Stormwater Association or other professional societies.

Qualifications

B.S. in Civil/Environmental Engineering with a P.E. license in Florida (reciprocal licensure a plus).

10+ years of U.S. experience in design and permitting of public or private projects.

Proficiency in ICPR4 modeling for watershed management plans and retrofit projects for municipal clients.

Proficiency in MS Office (Word, Excel, Outlook).

Thorough understanding of the project process from concept through construction.

Ability to exercise independent judgement in design solution determination.

Stormwater management design experience.

Effective instruction, teaching, and mentoring skills.

Ability to work independently and collaboratively.

Superior communication, written, and organizational skills.

Ability to multi‑task and manage multiple projects while meeting schedules and budgets.

Flexibility in work schedule to accommodate deadlines.

Detail‑oriented, quality conscious, reliable, and self‑motivated.
