Community Manager Role The Community Manager oversees all operations of an affordable housing community under the supervision of the Regional Manager. Responsibilities include personnel, leasing, maintenance, financial management, administration, and risk management. The on‑site leader ensures compliance with company policies, safety and fair housing guidelines, and liability concerns.

Qualifications

Minimum of 2 years’ experience with affordable housing programs (e.g., LIHTC, HUD Project‑Based Section 8, Section 236, PRAC, 811 PRA, USDA Rural Development, HCD, HOME Funds).

Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or other relevant designations preferred.

Essential Duties & Responsibilities

Personnel Management – hire, train, coach, and develop on‑site staff; create schedules and assignments.

Performance management – address issues, document, and communicate with HR; terminate when necessary.

Financial Management – achieve net operating income, control costs, develop budgets, reconcile deposits, rent, and vendor invoices, and ensure accurate owner reports.

Strategic Leasing Management – develop marketing plans, oversee leasing techniques, manage resident complaints, and implement retention programs.

Administrative & Maintenance Management – maintain accurate reporting, lead emergency response, monitor service requests, and ensure property appearance and timely repairs.

Education & Experience

High school diploma or equivalent; bachelor’s degree preferred; or equivalent combination of education and experience.

Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.

Basic computer skills and proficiency with on‑site software.

Knowledge of Fair Housing laws and OSHA requirements.

Physical Requirements

Regular standing, walking, sitting, and occasional stooping or lifting up to 25 pounds.

The role’s physical demands are prescribed; reasonable accommodations may be made.

License & Equipment

Reliable transportation is required due to emergency on‑call duties.

Compensation & Benefits Asset Living considers a variety of factors when determining compensation, including skill set, background, training, and certifications. Salary Range $25,000 to $27,000 per year.
