The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self‑sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS’s mission is to support the daily, emergent, and long‑term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue‑producing computer matches, claiming systems, and personnel systems.

ITS is recruiting for one (1) IT Project Specialist, who will function as Senior Application Developer, and will:

Manage the design, development, and maintenance of object‑oriented web and windows‑based systems using .NET, MVC, Angular and low code application platforms for the agency application.

Execute the agile iterative development life cycle allowing for continuous feedback and adapting to changing requirements.

Create and maintain the mult tier web application software solution’s software architecture concept, design, and implementation, and create, use and maintain CI/CD Pipeline in Azure DevOps platform for the agency software applications software development life cycle.

Create application programming interfaces (APIs) using web technologies to integrate with agency applications and shared services; create database stored procedures, functions, packages, and triggers in MS SQL or Oracle relational databases.

Utilize secured software methodologies to develop and maintain software security compliance and prepare project plans detailing the necessary tasks and schedules, provide the status of assigned projects on written reports or at meetings, and develop technical reports for users that provide an overview description of the proposed computer system.

Hours/Schedule: 9:00 AM to 5:00 PM

IT PROJECT SPECIALIST – 95710 Minimum Qualifications

A baccalaureate degree from an accredited college in computer science, engineering, human‑computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full‑time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;

An associate degree from an accredited college in computer science, engineering, human‑computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full‑time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;

A baccalaureate degree from an accredited college, and eight years of satisfactory full‑time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;

Education and/or experience which is equivalent to “1”, “2”, or “3” above.

Preferred Skills

Extensive experience in web and windows‑based software development using Agile methodology designing and developing multi‑tier software solutions.

Ability to communicate with users, oversight agencies and other ITS units and to complete assigned work under general direction, analyze, design and document applications that meet user or agency requirements and the ability to resolve difficult technical issues.

Extensive and demonstrated knowledge of MS .NET technologies and related software development and management tools.

Extensive experience in leading and managing application development groups engaged in .NET technologies and related software development, version control platforms and tools, such as Angular JS, MVC, .NET Core, C#, Node JS, jQuery, bootstrap, MSSQL, Oracle, etc.

Experience in development of database related development tools like SQL Developer or TOAD.
