Job Description We are seeking a motivated individual who desires increasing responsibilities in designing, managing, and marketing Water Resources Engineering for MS4 (Municipal Separate Storm Sewer System) projects. The successful candidate will have demonstrated experience in stormwater management, TMDL Action Plans, MS4 Program Plans, and MS4 compliance. This position will help grow the water resources discipline as part of a multi‑discipline engineering office serving a diverse client base.

Essential Functions And Responsibilities

Manage project(s) in accordance with scope, schedule, and budget.

Develop and revise MS4 Program Plans; assist clients with implementation of the DEQ Stormwater Handbook and VPDES compliance inspections.

Conduct watershed studies, TMDL Action Plans, and implement TMDL projects, including design of BMP retrofits, stream restoration, shoreline restoration, and related projects.

Design and inspect green stormwater infrastructure and BMPs in both urban and rural contexts.

Coordinate with contractors, outside consultants, government agencies, and JMT staff across multiple locations.

Plan, schedule, and conduct detailed phases of engineering work for major or moderate‑scope projects.

Analyze survey reports, maps, drawings, and aerial photography to plan projects.

Develop project‑specific plans and quality management plans.

Manage subconsultants and build client relationships to understand preferences and requirements.

Prepare progress reports, review invoices, and lead project status presentations.

Assist Section Heads and Practice Leaders with marketing processes, including proposal development.

Lead and manage team members, providing continuous performance management and coaching.

Perform other related duties as assigned.

Required Skills

Design responsibilities and project engineering skills.

Knowledge and design experience in BMP design for TMDL credits, stormwater management, MS4 permit compliance, and erosion and sediment control compliance.

General understanding of MicroStation, OpenRoads Designer, Civil 3D, ArcGIS, HEC‑RAS and proficiency in MS Word and Excel.

Thriving in a fast‑paced, team‑oriented environment; working on multiple projects.

Excellent written and oral communication skills.

Required Experience

Bachelor’s degree in civil engineering or a related field from an ABET‑accredited engineering program.

7+ years of experience in water resources engineering.

Experience with Virginia’s Runoff Reduction Method and evaluation of projects using it.

Stormwater Management design experience.

Erosion and Sediment Control design experience.

Experience working with Virginia clients at the county and state level.

Working knowledge of Federal, State, and local jurisdiction stormwater management and MS4 programs.

DEQ certification in ESC and Stormwater Management Dual Combined Administrator required or the ability to obtain in 12 months.

Knowledge and understanding of local TMDL action plans and MS4 permit compliance.

Established contacts with various local, state, and federal agencies preferred.

Preferred Qualifications

Virginia Professional Engineer License or the ability to obtain within 6 months.

Working Conditions This position follows a hybrid work model, offering a combination of remote and in‑office work for flexibility and collaboration. Work is generally sedentary but may require occasional standing and walking. Field work is required on occasion and may involve working outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
