NYC Department of Housing Preservation & Development (HPD) invites applications for the
Housing Access Voucher Program (HAVP) Owner Services Specialist
in the Division of Tenant & Owner Resources.
Pay Base pay: $44,545.00/yr - $51,227.00/yr. Actual pay will be based on skills and experience.

Your Team The Office of Housing Access and Stability (HAS) ensures fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and supports vulnerable households in subsidized housing. HAS is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
The Division of Tenant and Owner Resources (DTOR) manages rental subsidy programs that serve over 45,000 households and 9,000 landlords across all five boroughs, including HCV, PBV, Moderate Rehab Section 8, Moderate Rehab SRO, CoC-SPC, NYC 15/15, HAVP, and HOME TBRA.
Your Impact The Housing Access Voucher Program (HAVP) is a state‑funded, tenant‑based rental subsidy program that supports low‑income families and individuals who are homeless, facing eviction, or at imminent risk of losing housing due to domestic violence or hazardous conditions. HAVP enables participants to retain permanent housing by subsidizing rent; tenants contribute 30% of monthly income, program covers the rest.
Your Role Applicants who receive an HAVP voucher locate a unit to rent. When located, the property owner completes the HPD HAVP Owner Package. The Owner Services Unit reviews and processes the Owner Packages, confirming ownership, registering owners for payments, determining reasonable rent, and scheduling HQS inspections. Owner Services Specialists provide general program support to owners and address periodic transactions such as sales, address changes, and management changes.
Responsibilities
Complete rent reasonableness determinations
Review HPD Owner Packages for completeness
Determine owners' eligibility to participate in HPD subsidy program
Register owners with NYC vendor systems for subsidy payments
Process owners’ changes of address or ownership requests
Coordinate with inspection unit to schedule inspections
Provide customer service to property owners and staff
Attend mandatory trainings
Preferred Skills
Excellent communication skills (oral and written)
Strong customer service focus
Proficiency in Word, Excel, and Access
Ability to perform accurate and detailed mathematical calculations
Bilingualism is a plus
Rental subsidy experience is a plus
Minimum Qualifications
High school graduation or equivalent and three years of experience in community work or related activities
Equivalently education and/or experience to the above

Residency Requirement New York City residency is generally required within 90 days of appointment. Certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
