Salary Base pay range: $53,764.00/yr – $85,138.00/yr

Trainee 1 (SG-14) – $53,764.00/yr

Trainee 2 (SG-16) – $59,994.00/yr

Administrative Specialist 1 (SG-18) – $66,951.00/yr

Duties Description

Provide professional administrative and staff support to executives, program managers, staff, boards, or commissions by managing budgeting, human resources, and business services for an organization or program.

Conduct special studies and research projects.

Manage office and support activities.

Non-Competitive Qualifications for appointment under NY HELPS Program For appointment to Administrative Specialist Trainee 1 (equated to SG-14) you must have:

A bachelor's degree or higher; OR

An associate’s degree AND two (2) years of qualifying experience*; OR

Four (4) years of qualifying experience*.

For appointment to Administrative Specialist Trainee 2 (equated to SG-16) you must have:

A master’s degree or higher; OR

A bachelor’s degree AND one (1) year of qualifying experience*; OR

An associate’s degree AND three (3) years of qualifying experience; OR

Five (5) years of qualifying experience*.

For appointment to Administrative Specialist 1 (full journey level, SG-18) you must have:

A doctorate; OR

A master’s degree AND one (1) year of qualifying experience*; OR

A bachelor’s degree AND two (2) years of qualifying experience*; OR

An associate’s degree AND four (4) years of qualifying experience*; OR

Six (6) years of qualifying experience*.

Competitive Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

For a transfer to Administrative Specialist 1, SG-18, you must have one year of permanent competitive service or 55-b/55-c service in an approved title.

Appointments via transfer must not result in a second consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2‑year traineeship that leads to the full level grade 18 position.

Traineeship salary information: The position may be filled at SG‑14 ($53,764), SG‑16 ($59,994), or SG‑18 ($66,951) based on education, experience, and previous state service. Salary is non‑negotiable.

Candidates hired at the trainee level will be advanced to full performance Administrative Specialist 1 SG‑18 following successful completion of the traineeship.

Proficient in Microsoft Office applications including, but not limited to, Word, Excel, Teams, and PowerPoint.

Motivated to lead or assist in contributing to the success of the Bureau.

Telecommuting The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable based on the agency’s mission and operational needs. Employees new to OSC may be restricted from telecommuting for at least 8 calendar weeks. After that, employees may be allowed to telecommute up to 5 days per pay period as appropriate.
