Summary Gulf Coast Veterans Health Care System (GCVHCS) Behavioral Health Service Line encompasses four Community Based Outpatient Clinics and the main campus which spans three states (MS, AL, and FL) across 300 miles. The Program Coordinator will assist in overseeing a multispecialty behavioral health program consisting of psychiatrists, psychologists, social workers, nurse practitioners, nurses, and other multidisciplinary team members who are part of our level IC organization.

Base Pay Range $110,731.00/yr - $143,952.00/yr

Responsibilities

Total Rewards of an Allied Health Professional: Maintains 30+ direct reports including psychiatrists, nurse practitioners, nurses, psychologists, neuropsychologists, clinical social workers, addiction therapists, and peer support therapists.

Monitors work performance to ensure that requirements are satisfied and interprets and processes a wide variety of data related to program planning in the specialized needs of Veterans.

Manages key clinical, training, and administrative programs to include full responsibility for managing the day‑to‑day activities of those programs.

Responsible for strategic planning to ensure the provision of high‑quality services to meet the needs of Veterans being served in planning.

Develops and implements programs, policies, and procedures to meet program goals, VHA policy, and external accreditation requirements.

Monitors outcomes using data‑driven quality assurance processes and implements strategies for improvement based on data analysis.

Prepares special reports, briefing papers, decision papers, and Congressional responses for Medical Center leadership.

Monitors the clinical performance of staff, conducts performance appraisals, and performs other clinical and administrative responsibilities to ensure that the mission of the service and the Medical Center has been satisfied.

Sets training objectives for staff and delegates responsibilities to subordinate sections.

Identifies developmental and training needs of employees and arranges for needed development and training.

Performs performance evaluations of all staff, approves time and leave, approves overtime and comp‑time, monitors and oversees fund control points, and oversees daily operations, including budgetary oversight.

Assists in effective integration of program efforts with other Medical Center operations, community‑based agencies, and other activities.

Delegates appropriate authority to subordinate leaders and coordinators and ensures overall performance of their work units.

Manages general personnel policies and established practices regarding program operations.

Adjusts staffing levels or work procedures within the program to accommodate resource allocation decisions made at higher echelons.

Ensures compliance with local and system‑wide program policy manuals and directives.

Develops productivity standards appropriate to each service provided and each venue.

Monitors and reports to the Office of ACOS regarding the status of Mental Health Performance Measures for the Medical Center.

Prepares for the Healthcare System Director's signature on appropriate forms and handles Congressional and other correspondence.

Adheres to fire, safety, and security requirements.

Qualifications

United States Citizenship: Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency.

Applicant must be proficient in spoken and written English and be a citizen of the United States.

Have a master’s degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).

Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited.

A doctoral degree in social work may not be substituted for the master’s degree in social work.

Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a master of social work.

Persons hired or reassigned to social worker positions in the GS‑0185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s degree level.

VHA may waive the licensure or certification requirement for persons who are otherwise qualified pending completion of state prerequisites for licensure/certification examinations (applies at the GS‑9 grade level).

Licensure or certification is required for the GS‑11 grade level and above.

At the time of appointment, the supervisor will provide the unlicensed/uncertified social worker with written requirements for licensure or certification, including the time by which licensure must be obtained.

VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent‑master level within three years of appointment.

Most states require two years of post‑MSW experience as a prerequisite to taking the licensure/certification exam; VHA gives one additional year to pass the exam.

In states where prerequisites exceed two years, social workers must become licensed at the independent‑master level within one year of meeting the state prerequisites.

A social worker who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member.

Each state is surveyed for the level of licensure or certification allowing independent practice; summaries are available in the VHA Office of Care Management and Social Work Services.

All states except California use a series of licensure exams administered by the ASWB; information is available at https://www.aswb.org.

Failure to obtain or maintain licensure or certification within prescribed timeframes may result in removal from the GS‑0185 series or termination.

Grade Determinations: Social Worker (Program Coordinator) – GS‑13 Experience/Education.

One year of experience equivalent to the GS‑12 grade level plus demonstration of advanced practice skills and judgment.

Candidates may have certification or other post‑master’s degree training from a nationally recognized organization or university that includes a defined curriculum, course of study, and internship.

Individuals in this role must be licensed or certified at the advanced practice level and capable of supervising licensure.

Demonstrated Knowledge, Skills, and Abilities: (1) Skill in coordinating and implementing one or more specialty programs across the facility.

(2) Skill in local policy and practice development and procedures.

(3) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program areas.

(4) Ability to collaborate with internal and external partners to enhance patient‑centered care.

(5) Ability to provide full supervisory duties including assignment of work, performance evaluations, staff training, and selection of awards.

(6) Ability to oversee fiscal matters, forecast resources, and administer the allocated budget.

(7) Knowledge of organizational structure and impact on program operations.

Preferred Experience: (1) Experience in General Mental Health.

(2) Management experience.

The full performance level of this vacancy is GS‑13.

Benefits and Work Schedule

Work Schedule: Monday to Friday 8:00am – 4:30pm (subject to change based on facility needs).

Paid Time Off: 37–50 days of annual paid time off per year (13–26 days of annual leave, 13 days of sick leave, 11 federal holidays).

Parental Leave: After 12 months of employment – up to 12 weeks of paid parental leave for birth, adoption, or foster care placement.

Child Care Subsidy: After 60 days of employment – full‑time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of eligible costs (max $416.66 per month).

Retirement: Traditional federal pension (5 years vesting) and federal 401(k) with up to 5% employer contribution by VA.
