Overview

The City of Raleigh Public Utilities Department, known as Raleigh Water, provides water and sewer services to about 198,000 metered customers and a service population of roughly 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell, and Zebulon. The mission is to deliver safe, sustainable water services while protecting public health and contributing to community vitality. Position Summary

This role functions as the primary crew leader and heavy equipment operator for the Easement Maintenance Program within the Sewer Maintenance Division. Crews remove vegetation from sanitary sewer easements to establish or maintain access for staff and heavy equipment, using gas‑powered equipment from chain saws and weed eaters to tractors, bushhogs, and forestry mulchers. The operator supervises crews, hauls equipment, plans job sites, documents work, and supports manual labor. Responsibilities

Conduct daily vehicle and equipment inspections. Lead crews, manage subordinate staff, and oversee job completion. Plan, set up, and tear down job sites. Deliver safety tailgate briefings before work. Haul heavy equipment to and from job sites. Operate a wide range of heavy equipment such as excavators, backhoes, track hoes, track dump trucks, and skid steers. Oversee truck and supply room inventory management. Ensure crew completes all work‑related tasks. Respond to customer-generated calls and investigate reports of issues. Support emergency response during inclement weather and severe storms. Fill in for the Senior Utilities Specialist during absences. Qualifications

High School diploma or G.E.D. and 3–5 years of experience operating medium to heavy construction equipment. Valid North Carolina Class C Driver’s License and Class A Commercial Driver’s License or ability to obtain within 60 and 90 days of hire. Experience in grading, storm drain, site work, builder, plumber, utility construction, landscaping, mechanics, farming, moving company labor, general municipal work, or mechanical training. Knowledge of federal, state and local laws, safety principles, customer service, modern office technology, and communication skills. Basic math, filing, and record‑keeping skills. Ability to work outdoors in extreme heat, cold, and wet conditions; lift more than 100 pounds occasionally. Preferred Qualifications

NC WPCSOCC Collection System Operator Certification Grade I or II or ability to obtain within 1 year of hire. NC WPCSOCC Collection Operator Grade III certification or ability to obtain within 60 days of hire. Benefits

CDL training

and license reimbursement upon passing the CDL exam. Training and certification in Water Distribution/Wastewater Collection Operator standards. Training certifications with stipends up to 12.5% additional pay for qualifying heavy equipment operators. Work Hours and On‑Call

Scheduled Monday through Friday, 6:30 am to 3:00 pm. On‑call requirement includes weekends and holidays, 8 hours of paid standby per on‑call week, and potential overtime pay at 1.5 times the normal hourly rate for hours worked over 40. Work Location
