Position Summary The Housing Specialist – HUD‑VASH administers rental assistance to veterans through the HUD‑Veterans Affairs Supportive Housing (HUD‑VASH) initiative under the Housing Choice Voucher (HCV) program. This role ensures accurate case management, eligibility determination, and compliance with federal, state, and local policies, serving as a direct point of contact for veterans, landlords, and partnering agencies, particularly the Department of Veterans Affairs (VA).

Key Responsibilities

Manage a caseload of HUD‑VASH participants from application through termination, including eligibility, leasing, annual/interim recertifications, and terminations.

Coordinate with VA caseworkers to support housing stability for eligible veterans, ensuring timely communication and documentation.

Accurately calculate income and determine rent portions in accordance with HUD regulations and internal policies.

Conduct HCV briefings with veteran participants and assist them in understanding program obligations.

Ensure timely and complete preparation of all required HAP contracts, vouchers, and documentation.

Maintain accurate records in accordance with HUD and agency standards, including electronic and physical files.

Monitor and track key performance indicators such as lease‑up rates, payment accuracy, inspection follow‑ups, and recertification timeliness.

Prepare and issue notices, correspondence, and eligibility determinations to applicants and participants.

Assist in maintaining the waiting list and selection processes as needed.

Serve as a liaison between landlords, tenants, and service providers, fostering positive relationships and quick conflict resolution.

Support inspections coordination, including scheduling and follow‑ups on HQS deficiencies.

Deliver high‑quality customer service to all clients, including veterans who may be facing barriers such as homelessness, mental health, or substance use issues.

Qualifications Education & Experience

Bachelor’s degree required in public administration, social work, business, real estate, or a related field.

Minimum of two years’ experience in affordable housing, property management, social services, or a related field.

Prior experience with HUD programs, especially Housing Choice Voucher (HCV) or HUD‑VASH, is highly preferred.

Knowledge, Skills & Abilities

Strong knowledge of HUD HCV regulations and practices; knowledge of HUD‑VASH is a plus.

Ability to interact with and support vulnerable populations, especially veterans, with empathy and professionalism.

Competency in income calculations and rent determinations.

Strong organizational skills and attention to detail with the ability to manage time‑sensitive tasks.

Excellent verbal and written communication skills.

Ability to maintain confidentiality and exhibit sound judgment.

High level of proficiency with Microsoft Office and housing management software (e.g., Emphasys, MRI, etc.).

Bilingual proficiency is a plus but not required.

Special Requirements

Must be bondable.

Ability to work in the office Monday through Thursday, 7:00 AM – 5:30 PM.

This is a 100% in‑office position with no relocation assistance provided.

Physical Demands This position involves standard office duties including sitting, standing, typing, and light lifting (up to 25 pounds). Occasional travel to conduct property visits, briefings, or inter‑agency meetings may be required.
